APPLICANT REQUESTS THAT:
He be awarded the Armed Forces Service Medal (AFSM).

APPLICANT CONTENDS THAT:
He believes he is entitled to these medals for his temporary duty
(TDY) to Incirlik, Turkey; however, he was not awarded them due to an
administrative oversight.
In support of his request, the applicant submits excerpts from his
record and a copy of US Air Force Participation in Recent Operations
Criteria.

STATEMENT OF FACTS:
The applicant’s records reflect he enlisted in the Regular Air Force
on 6 June 1984. He was progressively to the grade of master sergeant
and served until his retirement in that grade on 1 October 2004.
During the period 12 December 1996 to 12 April 1997, he was deployed
to Incirlik AB Turkey, in support of Operations PROVIDE COMFORT and
NORTHERN WATCH (OPC and ONW). The applicant’s records reflect award
of the Meritorious Service Medal w/1 Oak Leaf Cluster (OLC), the Air
Force Commendation Medal, w/1 OLC, the Air Force Achievement Medal,
the National Defense Service Medal w/1 Bronze Service Star, and the
Air Force Good Conduct Medal w/6 Devices.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of his request for the AFSM and states,
in part, the AFSM is awarded to service members who participate, or
participated, as members of United States military units, in a United
States military operation that is deemed to be significant activity.
The AFSM inclusive time period is from 1 December 1991 to 31 December
1996, and members must have been engaged in direct support for 30
consecutive days in the area of operation. Since the applicant did
not serve the required 30 days to be eligible for the AFSM, he is not
eligible for the AFSM.
DPPPRA verified the applicant’s entitlement to the AFEM in direct
support of ONW from 1 January 1997 to 11 April 1997, and have
administratively corrected his records, accordingly

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
12 May 2006 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice warranting award of the AFSM. In
this respect, we note the AFSM is awarded to members of United States
military units who participated for 30 consecutive days in the area of
eligibility during the period 1 December 1991 to 31 December 1996 in
direct support of a United States military operation that is deemed to
be significant activity. In the applicant’s case, since he served
only 19 consecutive days in direct support of OPC during the period
12 December 1996 to 31 December 1996, he is not eligible for the AFSM.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend awarding him the FSM. However, should
he provide evidence that he served 30 consecutive days in the area of
eligibility in direct support of OPC, the Board will entertain his
request for reconsideration of this matter.
4. The applicant also requested award of the AFEM; however, the
appropriate office of primary responsibility has verified his
entitlement to this medal based on his direct support of ONW from 1
January 1997 to 11 April 1997 and have administratively corrected his
records, accordingly.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
