RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-04365 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect he served in Vietnam and the Philippines (Philippines service administratively corrected). _________________________________________________________________ APPLICANT CONTENDS THAT: He served in Vietnam and the Philippines in December, January and February of 1968. In support of his request, the applicant provides copies of documents extracted from his military personnel records. Applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant’s records reflect that he served on active duty from 26 Aug 65 to 21 Dec 68, with 11 months and 19 days of Foreign Service. The applicant’s performance report for the period 27 Aug 67 through 5 Jun 68 states the applicant was sent to Tan Son Nhut AB, Republic of Vietnam (RVN) for 30 days. Special Order No. T-327 reflects the applicant was authorized Temporary Duty (TDY) in the Philippines from 5 Feb 68 for 21 days; and Special Order No. T-109 reflects the applicant was authorized TDY to the Philippines from 31 Jul 68 for 15 days. On 1 Feb 11, AFPC/DPAPP informed the applicant they were able to confirm he was assigned in the Philippines and TDY in Vietnam. However, the DD Forms 1351-2, Travel Voucher or Subvoucher, was illegible and requested the applicant provide a legible copy in order to determine the amount of time he was in Vietnam. _________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPAPP states they were able to confirm boots on ground for the Philippines, but was unable to verify his service in Vietnam. DPAPP requested the applicant provide legible documentation to substantiate his service in Vietnam. The applicant did not respond. DPAPP recommends the Board review documentation to determine whether it warrants approval of Vietnam service. The complete AFPC/DPAPP evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 6 May 11, for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an injustice. After a thorough review of the evidence presented, we believe a reasonable basis exists to conclude the applicant served in Vietnam. In this respect, we note that his performance report closing 5 Jun 68 reflects he “was sent to Tan Son Nhut AB, RVN for thirty days.” In view of the above, and in recognition of his service to the Nation, we recommend the applicant’s records be corrected as indicated below. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that he had boots on the ground in Tan Son Nhut AB, Vietnam, for 30 days. __________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2010-04365 in Executive Session on 26 Jul 11, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
