APPLICANT REQUESTS THAT:

She be awarded the grade of first lieutenant vice  second  lieutenant
based on her experience and education.

APPLICANT CONTENDS THAT:

Applicant provides a resume of her education  and  experience  and  a
copy of her transcript where she was awarded her Bachelor of  Science
in Nursing and Master of Science in Nursing.

The applicant’s complete submission, with attachments, is at  Exhibit
A.

STATEMENT OF FACTS:

The applicant is serving on active duty as a clinical nurse.  She was
directly appointed a second lieutenant in the Air Force Reserve on 16
Mar 04.

AIR FORCE EVALUATION:

ARPC/DPR recommends denial of the applicant’s request.  In accordance
with AFI 36-2005, paragraph  2.18.3  and  Table  2.4,  the  applicant
cannot be given credit for completion of her Master of Science degree
due to it being after her  commissioning  date.   The  applicant  was
appointed appropriately and service date  computation  was  completed
correctly.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant  on
6 Aug 04 for review and comment within 30 days.  To date, a  response
has not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to  demonstrate
the  existence  of  error  or  injustice.   We  took  notice  of  the
applicant's complete submission in judging the merits  of  the  case;
however, we agree with the opinion  and  recommendation  of  the  Air
Force office of primary responsibility and adopt their  rationale  as
the basis for our conclusion that the  applicant  has  not  been  the
victim of an error  or  injustice.   Therefore,  in  the  absence  of
evidence to the contrary, we find no compelling  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error or  injustice;  that  the
application was denied without a personal appearance;  and  that  the
application will only be reconsidered upon the  submission  of  newly
discovered relevant evidence not considered with this application.
