APPLICANT REQUESTS THAT:
Her DD Form 214, Certificate of Release or Discharge from Active Duty,
be corrected to reflect the Desert Shield/Desert Storm deployment.

APPLICANT CONTENDS THAT:
She served in Desert Shield/Desert Storm. This information and ribbon
type is not listed on her DD Form 214.
In support of the appeal, applicant submits a copy of her DD Form 214.
Applicant's complete submission, with attachment, is attached at
Exhibit A.

STATEMENT OF FACTS:
All attempts to locate the applicant’s master military personnel
records were unsuccessful. From the separation document provided by
the applicant, it appears that she was a member of the Air National
Guard who performed active duty in the grade of sergeant (E-4) from 1
September 1990 until 2 December 1990, on which date, she was honorably
released from active duty and transferred to the Air National Guard.
She had served three months and one day on active duty during this
period. The applicant indicates she was discharged from the Air
National Guard in October 1992.

AIR FORCE EVALUATION:
ARPC/DPRFQ recommends denial of applicant’s request. On 4 March 2004,
a letter was sent requesting additional information to show
participation in Desert Shield/Desert Storm to include travel vouchers
or deployment orders. The documentation that was requested was never
received to reflect the Desert Shield/Desert Storm deployment.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 23 April 2004, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice. We note
the applicant did not respond to the letter requesting additional
information to show participation in Desert Shield/Desert Storm.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
