APPLICANT REQUESTS THAT:

He receive payment of his Initial Enlistment Bonus (IEB) of $18,000,00.

APPLICANT CONTENDS THAT:

He is entitled to an IEB for AFSC 1C231 - Combat Control.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

On 8 April 2003 the applicant enlisted in  the  Regular  Air  Force  in  the
grade of airman basic for a period of four years.  He is  currently  serving
in the grade of airman first class effective and with a date of  rank  (DOR)
of 23 May 2003.

On 21 May 2003, the applicant signed and initialed AF Form 3009,  Change  to
Enlistment Agreement - United States Air Force, for payment  of  an  $18,000
IEB for the Air  Force  Specialty  Code  (AFSC)  1C231  upon  completion  of
technical training.

On  11  April  2004,  the  applicant  was  reclassified  into   AFSC   2E1X2
(Meteorological  and  Navigational  Systems).   AFSC  2E1X2   career   field
received a $3,000 IEB.

AIR FORCE EVALUATION:

AFPC/DPPAE recommended denial.  They indicated IEBs are tools to  help  meet
the recruiting needs of the Air Force,  with  effective  dates  and  amounts
subject to change to meet specific recruiting goals.  Basic IEB  eligibility
is determined by an individual’s date of  enlistment  (DOE)  and  successful
completion of technical training for the career  field  in  which  enlisted.
The applicant did not meet contractual requirements for IEB payment  in  his
initial enlistment career field.  He was reclassified into  AFSC  2E1X2  and
received a $3,000.00 IEB.  The  Air  Force  has  upheld  the  terms  of  the
applicant’s enlistment contract.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 9 July 2004, a copy of the Air Force  evaluation  was  forwarded  to  the
applicant for review and response within 30  days.   As  of  this  date,  no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was timely filed.

3.    Insufficient relevant evidence has been presented to  demonstrate  the
existence of an error or injustice.   We  took  notice  of  the  applicant's
complete submission in judging the merits of the  case;  however,  we  agree
with the opinion and  recommendation  of  the  Air  Force  and  adopt  their
rationale as the basis for our conclusion that the applicant  has  not  been
the victim of an error or injustice.  The Board notes the  applicant  signed
and initialed an enlistment agreement for payment of an $18,000.00 IEB  upon
completion of technical training in AFSC 1C231.  He  was  disqualified  from
this  career  field  before  completion  of  technical  training   and   was
reclassified into AFSC 2E1X2, in which he received  a  $3,000.00  IEB.   The
applicant did not meet contractual requirements for an IEB  payment  in  his
initial enlistment career field; therefore, he is not entitled to an IEB  of
$18,000.00 for AFSC 1C231.  In view of the above,  and  in  the  absence  of
evidence to  the  contrary,  we  find  no  compelling  basis  to  grant  the
requested relief.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of an error or an injustice; that the application  was  denied
without a personal  appearance;  and  that  the  application  will  only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
