APPLICANT REQUESTS THAT:
He receive payment of an initial enlistment bonus (IEB) of $2000 as stated
in his enlistment agreement of 1 December 1999.

APPLICANT CONTENDS THAT:
He enlisted in the Medical Laboratory career field (4T031) for six years
with an IEB of $2000.00, but was disqualified from the career field due to
an error in a document he filled out while at basic training. In support
of his application the applicant submits a personal statement (Exhibit A).

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by the
appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
The Special Programs and AFBCMR Manager, AFPC/DPPAE, indicates that
during a classification interview in Basic Military Training, the
applicant listed completion of a high school chemistry course needed for
entrance into career field 4T031. While in Medical Laboratory technical
school, it was identified that he had not completed the chemistry course,
and was therefore disqualified from the career field and reclassified
into the Air Crew Life Support career field. At the time of his
enlistment, this career field was not authorized an IEB. The recruiting
bonus for the AirCrew Life Support was authorized for a limited time from
17 April through 30 May 2000 to meet specific recruiting goals.
Therefore, since the applicant did not meet contractual requirements for
an IEB payment in his initial enlistment career field, DPPAE recommends
the application be denied (Exhibit B).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force Evaluation was forwarded to the applicant for
review and response. As of this date, this office has received no response
(Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. The evidence provided has led us
to consider it reasonable to favorably consider the applicant's request.
The Board took note that the applicant entered career field 4T031 for which
he received a $2000.00 IEB. He was disqualification from the Medical
Laboratory technical school after the fact and was reclassified into the
Air Crew Life Support career field. While we agree with the Air Force
office of primary responsibility that when the applicant’s reclassification
into the Air Crew Life Support career field was several days short of its
bonus start date, we do not feel the applicant should suffer the
consequences of the reclassification over which he had no control. We are
of the opinion the applicant was filling a special need of the Air Force
when he enlisted in the Medical Laboratory career field and again when he
was reclassified into the Air Crew Life Support career field. Accordingly,
in an effort to offset any possibility of an injustice, we recommend his
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that he was reclassified into the Air
Crew Life Support career field on 18 April 2000 and that competent
authority authorized his receipt of an initial enlistment bonus in the
amount of $2,000.00.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116), it is directed
that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that he was reclassified into
the Air Crew Life Support career field on 18 April 2000 and that competent
authority authorized his receipt of an initial enlistment bonus in the
amount of $2,000.00.
