APPLICANT REQUESTS THAT:
His DD Form 214 be updated to include the Vietnam Service Medal.

APPLICANT CONTENDS THAT:
While he was stationed at Kadena AB, Okinawa, he was sent to Vietnam
to recover bodies.
In support of his appeal, the applicant provided a letter from the
National Personnel Center, DD Form 214, Report of Separation From
Active Duty, copies of Airman Performance Reports, and copies of AF
Form 1712, Uniform Military Personnel Records.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
11 March 1970 for a period of 4 years. He continually served on
active duty and was progressively promoted to the grade of sergeant.
Applicant separated with an honorable discharge after serving a total
of 3 years, 11 months and 28 days of total active military service.

AIR FORCE EVALUATION:
AFPC/DPAPP2A recommends denial and stated that there are no source
documents that confirm service in Vietnam. There are no temporary
duty (TDY) orders, or travel vouchers in the applicant’s personnel
records that shows he was TDY to Vietnam. His performance reports
written during this assignment to Kadena AB, Okinawa does not have any
comments relating to any TDY while he was assigned at this station.
Applicant was asked if he had any additional documents that would
support his claim for service, apparently he does not because he did
not respond to the request.
AFPC/DPAPP2’s evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 1 April 2005 for review and comment within 30 days. As
of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. After a thorough review of
the available evidence and the applicant’s complete submission, the
Board is not persuaded that he is entitled to the award of the Vietnam
Service Medal. The Board agrees with the opinion and recommendation
of the Air Force office of primary responsibility and adopts its
rationale as the basis for their conclusion that the applicant has not
been the victim of an error or injustice. The Board did not find
evidence that the applicant performed temporary duty in Vietnam for 30
consecutive or 60 nonconsecutive days. Therefore, in the absence of
evidence to the contrary, the Board finds no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal
appearance; and that the application will only be reconsidered upon
the submission of newly discovered relevant evidence not considered
with this application.
