APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB) be corrected to include the award of
the Aerial Achievement Medal (AAM) for the period 31 March 1994
to 21 June 1995 and it be added to the Special Selection Board (SSB)
consideration for promotion to the grade of colonel for the Calendar
Year 2000A Selection Board scheduled to meet on 12 January 2004.

APPLICANT CONTENDS THAT:
The AAM was awarded belatedly because the host unit lost the original
documentation. He found his copy of the documentation in September
2000 and in November 2002 was awarded the AAM effective 21 June 1995.
His request was approved for a mistake on his PRF but he was advised
that he needed to use the DD Form 149 to request a correction to his
records for the AAM. AFPC/DPPPEP suggested he advise that he is
tentatively scheduled to meet a January 2004 SSB.
In support of his appeal, the applicant submitted a copy of special
order GA-022, awarding the AAM, Officer Selection Brief and a copy of
AF Form 948, Applicant for Correction/Removal of Evaluations Reports
(ERAM).

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of lieutenant colonel.
The applicant has three nonselections for promotion to the grade of
lieutenant Colonel by the CY00A, CY01B, and CY02B Colonel Selection
Boards.
On 2 September 2003, the ERAM approved the applicant’s request to
substitute the PO600A PRF submitted under AFI 36-2401, Correcting
Officer and Enlisted Evaluation Reports, 1 December 1997. The
applicant’s request to add an AAM falls outside the purview of the
ERAM and was not considered for an SSB.

AIR FORCE EVALUATION:
AFPC/DPPPOO recommended denial and stated this decoration was not
awarded until after the Central Selection Board convened and thus, was
not a matter of record for that board.
They do not support the applicant’s contention that the AAM should be
filed in his P0600A OSR for the SSB convening on 12 January 2004.
Although the closing date of the decoration is 21 June 1995, the
special order awarding him the decoration was published on 7 November
2002. In accordance with published guidance, the decoration authority
announces it final decision when approving an award by publishing
special orders. Thus, with a 7 November 2002 order date, the citation
would have not been included in his selection folder nor would it be
reflected in our official personnel data systems at the time the CSB
convened. Since the decoration was not a matter of record when the
CSB convened on 17 July 2000, it is not appropriate to include it in
his P0600A OSR that is meeting the SSB on 12 January 2004.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to applicant
on 19 December 2003 for review and comment. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice warranting favorable consideration
of applicant’s request. Based on the statements provided by the
applicant and the applicant’s rating chain, it appears that the
commander recommended the applicant for the Aerial Achievement Medal
for the period 31 March 1994 to 21 June 1995 prior to the Calendar
Year 2000A (CY00A) Colonel Selection Board. Unfortunately, the
decoration recommendation apparently was lost at the squadron level
during the final coordination phase. We find no evidence that the
initial recommendation was disapproved, rather than misplaced. While
we cannot determine what impact this omission would have had on the
outcome of the CY00A board, we are persuaded that it deprived him of
full and fair consideration. In view of the foregoing and in an
effort to remove any possibility of an injustice to the applicant, we
recommend that his record, to include his corrected Officer Selection
Record (OSR) reflecting the citation of the contested award, be
considered for promotion to the grade of colonel by a Special
Selection Board (SSB) for the CY00A Selection Board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2000A Colonel Selection
Board be amended to reflect the award of the Aerial Achievement Medal.
It is further directed that his record, to include the above corrected
OSB, be considered for promotion to the grade of Colonel by Special
Selection Board for the Calendar Year 2000A Colonel Selection Board.

Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Officer Selection
Brief (OSB) prepared for the Calendar Year 2000A Colonel Selection Board be
amended to reflect the award of the Aerial Achievement Medal.
It is further directed that his record, to include the above
corrected OSB, be considered for promotion to the grade of Colonel by
Special Selection Board for the Calendar Year 2000A Colonel Selection
Board.
