APPLICANT REQUESTS THAT:
His Reenlistment Eligibility (RE) Code be changed from a “2” to a “1.”

RESUME OF CASE:
Applicant entered active duty in the Air Force on 20 May 98. On 22 Sep
00, while serving in the grade of airman first class, he was discharged
from the Air Force under the provisions of AFI 36-3208, Administrative
Separation of Airmen, for a mental disorder, specifically, a
personality disorder. He received an honorable discharge. Applicant
received an RE code of “2C,” “Involuntarily separated with an honorable
discharge; or entry-level separation without characterization of
service.” On 21 Aug 02, the AFBCMR considered and denied a request
from the applicant to change his RE code to a “1” to allow his reentry
into the Air Force (Exhibit G). In a DD Form 293, “Application for
Review of Discharge or Dismissal From the Armed Forces of the United
States,” dated 2 Jan 04, Applicant has again requested his RE code be
changed to a “1.” In support of his request, he has submitted a mental
health evaluation prepared by a civilian care provider, which concludes
that he no longer shows signs of the condition that led to his
discharge (Exhibit H).

AIR FORCE EVALUATION:
Pursuant to the Board’s request, the BCMR Medical Consultant reviewed
the applicant’s new evidence. He again recommends denial. The
applicant presents a mental health evaluation three years after his
discharge indicating no symptoms of depressed mood at the time of the
evaluation. The fact that he is functioning well at this time at home
confirms his diagnosis of Adjustment Disorder. However, it does not
predict that he will respond well to the stresses of military
operations, deployment, or combat when he is separated from his
familiar surroundings and usual support system of family and friends.
His past experience is predictive of an increased risk for recurrence
of Adjustment Disorder if he is again exposed to the rigors of military
training and service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 27
Feb 04 for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
After again reviewing the original evidence of record as well as the
applicant's new submission, we again do not find sufficient evidence
that he has been the victim of an error or injustice. In that regard,
we agree with the opinion and recommendation of the BCMR Medical
Consultant and adopt his rationale as the basis for our determination
that the applicant’s request be denied. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice; that
the application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

On 7 October 1998, the applicant’s commander notified the applicant he was recommending her discharge from the United States Air Force for Mental Disorders. Evidence of the record shows that the applicant’s depressed mood resolved by the time of her separation, consistent with her diagnosis of Adjustment Disorder. Following discharge, the applicant experienced recurrent symptoms of depression and developed Major Depressive Disorder with psychosis in January 2004, five years after her discharge.
