APPLICANT REQUESTS THAT:

His records be  corrected  to  show  he  was  awarded  the  Air  Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:

He was awarded the AFCM on or near the last day  of  his  active  duty
service.

In support of his request, the applicant submits a copy of his DD Form
214, Certificate of Release or Discharge from Active Duty, a  copy  of
DD Form 2224 Certificate for  award  of  the  Air  Force  Commendation
Medal,  and  a  copy  of  a  Citation  for  award  of  the  Air  Force
Commendation Medal.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant’s available records reflect that he entered the Regular  Air
Force on 9 December 1983  and  separated  from  active  duty  with  an
honorable discharge on 10 December 1992.  He is entitled  to  the  Air
Force Achievement Medal with two devices, Air Force  Outstanding  Unit
Award with one device, Air Force Organizational Excellence award,  Air
Force Good Conduct Medal with  two  devices,  Air  Force  Professional
Military Education Graduate Ribbon, National  Defense  Service  Medal,
Air Force Overseas Short Tour  Ribbon,  Air  Force  Longevity  Service
Award Ribbon with one device and the Air Force  Training  Ribbon.   He
served nine years and one day of active military service.

AIR FORCE EVALUATION:

The AFPC/DPPPR recommends denial.  The applicant was asked to  provide
a copy of the order awarding him the AFCM  but  he  did  not  respond.
Without an order his entitlement to the AFCM cannot be verified.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 3
Oct 03, for review and comment within 30 days.  As of this date,  this
office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice.  After a thorough review  of  the
applicant’s submission and the available evidence of  record,  we  are
not persuaded that the relief requested should be  granted.   We  took
notice of the complete submission in judging the merits of  the  case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and  adopt  their  rationale  as  the
basis for our conclusion that the  former  member  has  not  been  the
victim  of  an  error  or  injustice.   Should  the  applicant  secure
documentation showing the medal was placed into official channels  and
an official order was issued approving this  medal,  the  Board  would
reconsider his application.  In the absence of such evidence, we  find
no compelling basis to warrant favorable consideration of  the  relief
sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of an material error or injustice; that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence no considered with this application.
