APPLICANT REQUESTS:
Award of the Armed Forces Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
The VA printout reflecting service in Vietnam, during the period 1 Jun 64 -
1 Aug 64, shows he qualifies for the AFEM.
In support of his request, applicant submits a copy of a VA document. The
applicant’s complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his enlistment in the Regular Air Force on 4 Feb 63
for a period of 4 years. He was awarded the Air Force Good Conduct Medal
and the National Defense Service Medal. The applicant was honorably
discharged on 3 Feb 67 under the provisions of AFR 39-10 (Expiration Term
of Service). He had completed a total of 4 years and was serving in the
grade of airman second class at the time of discharge.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the application be denied. DPPPR states that the
Armed Forces Expeditionary Medal (AFEM) is awarded to members of the Armed
Forces of the United States who participated as members of U.S. military
units in U.S. military operations, U.S. operations in direct support of the
United Nations, or U.S. operations of assistance for friendly foreign
nations. DPPPR indicated that, while serving on active duty, the applicant
had an overseas tour in Canada during the period of 9 Jun 65 - 18 May 66.
The applicant did not respond to DPPPR’s letter requesting that he provide
copies of his TDY order and Travel Voucher to verify service in Vietnam.
DPPPR states that the applicant’s sole document to support his claim is a
VA record, based on the information supplied to the VA by the applicant.
Had the applicant been TDY to Vietnam in 1964, it would have been recorded
in his military records. DPPPR noted that when the applicant applied for a
replacement set of his awards, he made no mention of the AFEM. DPPPR finds
no indication in the applicant’s records that he served in Vietnam. The HQ

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 24 Jan 03
for review and response. As of this date, no response has been received by
this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. Other than the information the applicant
provided to the Department of Veterans Affairs, no official evidence has
been submitted to indicate he served in Vietnam. We note that the
applicant was asked to provide additional information that would indicate
his Vietnam service, but he has failed to do so. Absent sufficient
documentation to support his eligibility for award of the Armed Forces
Expeditionary Medal, we find no basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and the recommendation of the Air Force and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or an injustice. The applicant did not provide any documentation showing he was assigned or TDY to Korea. There is no documentation in the applicant’s military records to reflect he was assigned or TDY to Korea.
