APPLICANT REQUESTS THAT:

His records be reconsidered by a  Special  Selection  Board  (SSB)  for  the
CY01B (5 Nov 02) (P0501B)  and  the  CY02B  (12  Nov  02)  (P0502B)  central
lieutenant              colonel               selection               board.

APPLICANT CONTENDS THAT:

The Armed  Forces  Service  Medal  (AFSM)  should  have  automatically  been
awarded to him for his participation in Operation DENY FLIGHT.  His  records
were corrected; however, the AFSM was not in his records when they  met  the
CY01B and the CY02B Lieutenant Colonel Selection Boards.

In support of his application, the applicant provides copies of his  Virtual
MPF Awards and Decorations Information Sheet  dated  12 December  2002;  his
Officer Performance Report (OPR)  closing  1 November  1993;  an  Air  Force
Commendation Medal citation; an Air Force  Form  104,  Service  Medal  Award
Verification; and an excerpt from  AFPC’s  website  addressing  requirements
for the AFSM.  The applicant’s complete submission with  attachments  is  at
Exhibit A.

STATEMENT OF FACTS:

On 21 March 1987, the applicant was appointed a second  lieutenant,  Reserve
of the Air Force (ResAF), and entered active duty on the same date.   He  is
currently serving on active duty in the grade of  major  with  an  effective
date and a date of rank of 1 July 1998.

The following is a resume of his OPR  ratings  commencing  with  the  report
closing 1 November 1993:

The remaining relevant facts pertaining to this application, extracted  from
the applicant’s military records, are contained in the  letter  prepared  by
the appropriate office of the Air Force at Exhibit C.

AIR FORCE EVALUATION:

AFPC/DPPPO recommends denial.  DPPPO  states  the  applicant  has  two  non-
selections to the grade of  lieutenant  colonel  by  the  CY01B  (5 Nov  01)
(P0501B) and the CY02B (12  Nov  02)  (P0502B)  central  lieutenant  colonel
selection boards.  It is DPPPEB’s opinion that the applicant’s  request  for
SSB consideration with  inclusion  of  the  AFSM  is  unfounded.   The  only
decorations considered in the promotion process  are  those  listed  on  the
MPFM 01-19 for the P0501B board and  the  respective  MPFM  for  the  P0502B
board.   The  AFSM  is  not  listed  among  these  decorations;   therefore,
inclusion  of  this  award  is  not  authorized  to  be  reflected  on   the
applicant’s OSB.  Additionally, since the citations  filed  in  the  Officer
Selection Record (OSR) should mirror the decorations displayed on  the  OSB,
the only way to ensure the board members were aware that  he  received  this
award would have been to write a letter to  the  board  president  for  each
respective board.  DPPPO states there is  no  evidence  that  the  applicant
wrote such a letter; therefore, they do not support the applicant’s  request
for SSB consideration.  The DPPPO evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 2 May
2003 for review and response (Exhibit D).  As of this  date,  this  office
has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of probable error or injustice.  While  the  applicant’s  OSR  did
not contain his award of the AFSM  when  his  records  met  the  P0501B  and
P0502B boards, we note that the AFSM was not an authorized decoration to  be
reflected on the OSB in accordance with  Military  Personnel  Flight  Manual
(MPFM) 01-19, dated 8 June 2001.  We also note that  MPFM  01-19  encourages
promotion eligible officers to correspond by letter to the board to  address
any matter of record concerning themselves that they  believe  important  to
their consideration.  The  Air  Force  advisory  states  the  only  way  the
applicant could ensure the board members were aware  of  his  award  was  to
write the board president for each respective board.  We found  no  evidence
that the applicant was misinformed or prevented from writing such a  letter.
 In view of the above, we find no compelling  basis  to  recommend  granting
the applicant’s request for SSB consideration.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
