APPLICANT CONTENDS THAT:
During his active duty service he landed in Vietnam on missions from
his U.S. home base and Thailand.

STATEMENT OF FACTS:
The applicant served on active duty from 10 August 1960 through 9
August 1968. His records reflect he had an overseas tour in Taiwan
from 4 April 1966 through 5 May 1967. He was awarded the Air Force
Good Conduct Medal (AFGCM) and the Air Force Longevity Service Award.
A DD Form 215 was issued on 12 May 2003, to reflect the award of the
Air Force Good Conduct Medal with one Oak Leaf Cluster, the Air Force
Longevity Service Medal with one Oak Leaf Cluster, and the National
Defense Service Medal.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR states that on 19 February 2003, they informed the
applicant that his records did not reflect that he had been TDY to
Vietnam, Thailand, Laos or Cambodia for 30 consecutive or 60
nonconsecutive days. They further requested he provide documentation
in support of his request or to withdraw his request. The applicant
did not respond.
DPPPR further states without documentation showing the applicant was
TDY to Vietnam, Thailand, Laos or Cambodia for 30 consecutive or 60-
nonconsecutive days, that his eligibility for award of the Vietnam
Service Medal cannot be verified. They recommend the applicant’s
request be denied.
A complete copy of the Air Force evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
23 May 2003, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinions and the recommendations of the Air
Force and adopt their rationale as the basis for our conclusion that
the applicant has not been the victim of an error or an injustice.
The applicant's records do not reflect that he was TDY to Vietnam,
Laos, Cambodia or Thailand for 30 consecutive or 60 nonconsecutive
days. The applicant was requested to provide any documentation to
support his claim; however, as of this date, he has not provided any
documentation to verify he was assigned or TDY in Vietnam, Laos,
Cambodia or Thailand and therefore his eligibility for the Vietnam
Service Medal cannot be verified. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with
this application.
