APPLICANT CONTENDS THAT:

He was never diagnosed with a personality disorder.

No supporting documents were submitted  with  this  application.   The
applicant’s complete submission is at Exhibit A.

STATEMENT OF FACTS:

Applicant contracted his enlistment in the Regular Air Force on 13 Aug
02 for a period of 4 years.  He  was  progressively  promoted  to  the
grade of airman (E-2), with an effective date and date of rank  of  13
Aug 02.

On 25 Nov 02, the applicant received notification that  he  was  being
recommended for  discharge  due  to  conditions  that  interfere  with
military  service,  mental  disorders.   The  applicant   acknowledged
receipt of the notification, waived his option to consult counsel  and
his right to submit statements  in  his  behalf.   On  2 Dec  02,  the
discharge authority approved the recommended separation  and  directed
that the applicant be separated with an entry level separation.

The applicant received an uncharacterized, entry level separation,  on
3 Dec 02 under the provisions of AFI 36-3208  (personality  disorder).
He had completed a total of 3 months and 21 days and  was  serving  in
the grade of airman (E-2) at the time of separation.

AIR FORCE EVALUATIONS:

The AFBCMR Medical Consultant recommends the  application  be  denied.
The AFBCMR Medical Consultant states that, subsequent to the applicant
completing basic training and entering security  forces  training,  he
was evaluated by mental health for difficulties with  depressed  mood,
hostilities and difficulty with  training.   He  had  one  episode  of
sleepwalking.   Psychological  evaluation  and  testing   demonstrated
ongoing problems  with  irritability,  anger  control  and  difficulty
trusting others.  He was  diagnosed  with  Adjustment  Disorder,  with
Mixed Anxiety  and  Depressed  Mood,  and  Personality  Disorder,  not
otherwise specified, with paranoid and passive-aggressive traits  that
rendered him unsuitable for military service.  He was recommended  for
administrative separation.  Action and disposition in  this  case  are
proper and equitable reflecting compliance with Air  Force  directives
that implement the law.  The AFBCMR Medical Consultant’s evaluation is
at Exhibit C.


HQ AFPC/DPPRS recommends the application be denied.  DPPRS states that
the Department of Defense (DoD) uses the term  “personality  disorder”
administratively to include all  unsuiting  mental  health  diagnoses,
character  and  behavior  disorders  including  Adjustment   Disorder,
Personality Disorder and Impulse Control Disorders.   Based  upon  the
documentation in the file, DPPRS believes the discharge was consistent
with the procedural and  substantive  requirements  of  the  discharge
regulation.  Airman are given  entry-level  separation/uncharacterized
service characterization when separation is initiated in the first 180
days of continuous active service.  The HQ AFPC/DPPRS evaluation is at
Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS:

Copies of the Air Force evaluations were forwarded to applicant  on  4
Apr 03 for review and response.  As of this date, no response has been
received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  The evidence of record  reflects
that, in addition to the applicant being diagnosed with an  Adjustment
Disorder, he was diagnosed  as  having  a  Personality  Disorder,  Not
Otherwise  Specified  (NOS),  with  paranoid  and   passive-aggressive
traits.  A determination was  made  that  the  disorder  significantly
impaired the applicant’s ability to function in the  military.   As  a
result, he was subsequently separated from the Air Force by reason  of
a Personality Disorder.  In view of the foregoing and in  the  absence
of evidence that the  information  in  the  discharge  case  file  was
erroneous, that the applicant’s substantial rights were  violated,  or
that his commanders abused their discretionary authority, we  find  no
compelling basis to favorably consider this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
