APPLICANT REQUESTS THAT:
The Officer Selection Brief (OSB) prepared on him for the CY01B
Central Colonel Selection Board be corrected to reflect his two-year
tour of duty as a squadron commander.
He be considered for promotion to the grade of colonel by special
selection board (SSB) for the CY01B Central Colonel Selection Board
with the corrected OSB.

APPLICANT CONTENDS THAT:
His OSB presents information that makes it appear that his assignment
as a squadron commander was cut short by six months. This may have
caused an unfair evaluation and promotion opportunity.
In support of his appeal, the applicant provides a copy of the
contested OSB, a copy of the Meritorious Service Medal he was awarded,
and copies of the Officer Performance Reports (OPRs) he received
during his assignment as a squadron commander.

STATEMENT OF FACTS:
The applicant is presently serving on active duty as a lieutenant
colonel. He was considered but not selected for promotion to colonel
by the CY01B Central Colonel Selection Board. A review of the
applicant’s last ten officer performance reports reflects overall
ratings of “meets standards.” Additional information pertinent to
this case are contained in the evaluations prepared by the appropriate
offices of the Air Force found at Exhibits C and D.

AIR FORCE EVALUATION:
AFPC/DPASL advises that the applicant’s OSB reflects the correct tour
of duty dates for his assignment as a squadron commander.
The complete evaluation is at Exhibit C.
AFPC/DPPPO recommends denial of the applicant’s request for promotion
consideration by SSB. Since the applicant’s OSB is correct, there is
no basis for an SSB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on
20 Dec 02 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinions and recommendations of the Air
Force offices of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
