APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect the award of the Meritorious
Service Medal (MSM), National Defense Service Medal (NDSM), and one
oak leaf cluster (OLC) to the Air Force Outstanding Unit Award (AFOUA)
and Air Force Organizational Excellence Award (AFOEA).

APPLICANT CONTENDS THAT:
The items were inadvertently left off the form or authorized after
discharge.
In support of the appeal, applicant submits a copy of his DD Form 214,
a copy of Special Order G-222, a copy of Units/Service dates and
associated award references, and a copy of his Education/Training
Report stating the completion of Squadron Officer School.
Applicant's complete submission, with attachments, is attached at
Exhibit A.

STATEMENT OF FACTS:
The applicant served on active duty during the period 10 October 1981
- 31 December 1990.
On 2 October 2002, the applicant was informed that the MSM and NDSM
were verified and would be added to his DD Form 214. He was also
informed that he was not eligible for an OLC for the AFOUA or the
AFOEA.

AIR FORCE EVALUATION:
AFPC/DPPPR states that the applicant’s records have been thoroughly
reviewed, and all unit and individual awards and decorations to which
he is entitled are now reflected on his DD Form 214. The units for
which the applicant claims additional unit awards either did not
receive awards while the applicant was assigned to the unit, or the
applicant was a student and, therefore, not eligible to share in the
unit award. Therefore, they recommend disapproval of the applicant’s
request for award of an oak leaf cluster for the Air Force Outstanding
Unit Award and the Air Force Organizational Excellence Award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 6 December 2002, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for the conclusion that the
applicant has not been the victim of an error or injustice. Its been
noted that the units for which the applicant claims additional unit
awards either did not receive awards while the applicant was assigned
to the unit, or the applicant was a student and, therefore, not
eligible to share in the unit award. It appears that, based on the
evidence provided, all unit and individual awards and decorations to
which he is entitled are now reflected on his DD Form 214. In the
absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
