APPLICANT REQUESTS THAT:
The citation for the Air Force Commendation Medal (AFCM) she was
awarded for the period 30 Oct 98 to 13 Aug 01 be included in her
Officer Selection Record (OSR) and that she be granted consideration
for promotion to major by special selection board (SSB) for the CY 02
Central Major Selection Board.

APPLICANT CONTENDS THAT:
The AFCM citation was missing from her OSR and contributed to her
nonselection to the grade of major by the CY02 Central Major Selection
Board. She took all possible actions prior to the CY02 Board to get
the citation included in her OSR.
The applicant provides a letter of support from her chain of command to
support her request.
The applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of
captain. Her Total Active Federal Military Service Date (TAFMSD) is 3
Jun 92. The Personnel Data System reflects her last five Officer
Performance Report (OPR) ratings as “meets standards.” The applicant
was considered but not selected for promotion to the grade of major by
CY02A Major Central Selection Board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of the applicant’s requests. The purpose
of the placement of decoration citations in the OSR is to make the
board members aware of the level of the decorations. When a citation
is not available, the orders granting a decoration may be filed and
maintained. Even though the citation was not on file for the board,
the achievements contained in the citation were included in the
member’s OPRs and were in evidence before the board. Since the Officer
Selection Brief (OSB) indicated the award of two AFCMs and the board
members were aware of the decoration, it was factored into their
overall promotion evaluation.
There is no clear evidence that the absence of the AFCM citation
negatively impacted her promotion opportunity. The applicant has also
not provided any evidence to support her contention that she requested
her record and provided her Military Personnel Flight (MPF) a copy of
the citation. Therefore, there is no evidence from the MPF that action
was taken to correct the applicant’s record.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 13
Sep 02 for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, the
majority of the Board agrees with the opinion and recommendation of the
Air Force office of primary responsibility and adopt their rationale as
the basis for their conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of evidence
to the contrary, the majority of the Board finds no compelling basis to
recommend granting the relief sought in this application.

A majority of the Board finds insufficient evidence of error or
injustice and recommends the application be denied.

FOR CORRECTION OF MILITARY RECORDS (AFBCMR)
SUBJECT: AFBCMR Application of XXXXXXXXX, XXX-XX-XXXX
I have carefully reviewed the evidence of record and the
recommendation of the Board members. A majority found that applicant
had not provided sufficient evidence of error or injustice and
recommended the case be denied. I disagree with their recommendation.
It appears that the applicant took reasonable actions to ensure that
the citation for her Air Force Commendation Medal (AFCM), First Oak
Leaf Cluster (1OLC) was included in her record. As such, I believe
that she deserves the benefit of promotion consideration with a
complete and accurate record. Therefore, I direct that she be
considered for promotion to major by special selection board for the
CY02A Central Major Selection Board with the citation for her AFCM
(1OLC) included.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXXXX, XXX-XX-XXXX, be corrected to show
that the citation for the Air Force Commendation Medal (AFCM),
First Oak Leaf Cluster, covering the period 30 October 1998 to 13
August 2001, was accepted for file in her Officer Selection Record
on or before 13 February 2002.
It is further directed that she be considered for promotion
to the grade of major by Special Selection Board (SSB) for the
CY02A (19 Feb 02) Central Major Selection Board with the corrected
record.
