APPLICANT REQUESTS THAT:

1.  His Officer Selection Record (OSR) be  corrected  to  reflect  the
citation for award of the Air Force Commendation Medal, First Oak Leaf
Cluster (AFCM, 1OLC), for the period 20 July 1993 to 15 July 1997.

2.  He be considered for promotion to the grade of  major  by  Special
Selection Board (SSB)  for  the  Calendar  Year  2002B  Central  Major
Selection Board.

APPLICANT CONTENDS THAT:

The citation was in the file when he personally reviewed his record at
AFPC in August 2002.

The citation was not in the  record  when  it  met  the  October  2002
major’s board.

In support of the appeal, applicant submits a copy of the citation  to
accompany medal and a copy of Special Order GB-123.

Applicant's complete submission is attached at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade of captain.

The applicant’s OPR profile since 1994, follows:

Applicant was considered and not selected for promotion to  the  grade
of major by the CY02B central major selection board.

AIR FORCE EVALUATION:

AFPC/DPPPO states that the purpose of having a  citation  included  in
the record is not to allow board members to review the comments on the
citation, although they may do so if they are  so  inclined.   Rather,
the purpose is to make them aware of the level of the decoration.  The
Military Personnel Data System (MilPDS), and consequently the  officer
selection brief (OSB), did reflect that a total  of  three  AFCMs,  to
include the AFCM, 1OLC, had been awarded to the applicant.

Central boards  evaluate  the  entire  OSR  (including  the  promotion
recommendation   form,   officer    performance    reports,    officer
effectiveness  reports,  training  reports,  letters  of   evaluation,
decorations, and officer  selection  brief),  assessing  whole  person
factors such as job performance,  professional  qualities,  depth  and
breadth of  experience,  leadership,  and  academic  and  professional
military education.  Although the citation was not present in his  OSR
for the board’s review, the selection board  had  his  entire  officer
selection record at their disposal, including the OSB  reflecting  the
AFCM, 1OLC, during promotion  consideration.   In  fact,  the  Officer
Promotion Reports written during the  decoration  period  reflect  the
accomplishments mentioned on the decoration  citation.   Additionally,
the discrepancy letter filed on top of the OSR would have indicated to
the promotion board that a citation was missing and the level  of  the
decoration.  As such, they  are  not  convinced  the  absence  of  the
citation from the OSR  caused  his  nonselection  for  promotion.   To
correct his OSR, they filed a copy of  the  AFCM,  1OLC,  citation  in
place of the discrepancy letter.  Therefore, they recommend denial  of
the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 14 March 2003, a copy of the Air Force evaluation was forwarded  to
the applicant for review and response within  30  days.   As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  The Air Force has indicated that
the citation to accompany the award  of  the  Air  Force  Commendation
Medal, First Oak Leaf Cluster (AFCM, 1OLC) for the period 20 July 1993
to 15 July 1997 was missing from  the  applicant’s  Officer  Selection
Record (OSR) when he was considered for promotion by the CY02  Central
Major Selection Board.  It appears that the applicant made  reasonable
efforts to ensure that his record was correct when the selection board
in question considered him for promotion.  There is no way of  knowing
for certain the impact the absence of the citation may have had on his
promotion opportunity.  In view of the  above  and  in  an  effort  to
effort to remove any possibility of an injustice to the applicant,  we
recommend that his record, to include his citation  to  accompany  the
award of the AFCM, 1OLC, be considered for promotion, to the grade  of
major by a Special Selection Board (SSB) for the CY02B  Central  Major
Selection Board.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, to include the citation to accompany the  award
of the Air Force Commendation Medal, First  Oak  Leaf  Cluster  (AFCM,
1OLC) for the period 20 July 1993 to 15 July 1997, be  considered  for
promotion to the grade of major by a Special Selection Board (SSB) for
the CY02B Central Major Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to, to include the citation to accompany the award of
the Air Force Commendation Medal, First Oak Leaf Cluster (AFCM, 1OLC)
for the period 20 July 1993 to 15 July 1997, be considered for
promotion to the grade of major by a Special Selection Board (SSB) for
the CY02B Central Major Selection Board.
