The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force (Exhibit C).

AIR FORCE EVALUATION:
AFPC/DPPPR recommended denial. They indicated that the applicant
served on active duty during the period 3 July 1968 through 16 May
1969, a total of 8 months and 11 days. His DD Form 214 reflects award
of the National Defense Service Medal (NDSM).
On 23 May 2002, they informed the applicant that there was no
indication in his records showing he qualified as “Expert” on the
firing range, and asked him to provide documentation to substantiate
his claim or withdraw his application. He did not respond.
The Small Arms Expert Marksmanship Ribbon is only awarded to Service
members who qualify as Expert on the firing range. There is no medal
associated with this award. There is no award for qualifying as
Marksman on the firing range. Without documentation to substantiate
the applicant’s claim that he qualified as Expert, they can not verify
his eligibility for the Small Arms Expert Marksmanship Ribbon (SAEMR).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 19 July 2002, a copy of the evaluation was forwarded to the
applicant for review and response within thirty (30) days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for our conclusion that the
applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of an error or an injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Therefore, the only issues to be considered by the Board are the applicant's requests regarding the SAEMR and the Daedalion Award. The applicant did not respond to their request she provide a copy of the order or the AF Form 522 verifying her entitlement to the SAEMR. Further, we note the Air Force Daedalion Award is neither awarded or authorized by the Department of Defense; as such, it cannot be reflected on the DD Form 215.
