STATEMENT OF FACTS:
The relevant facts pertaining to this application are contained in the
letters prepared by the appropriate offices of the Air Force.
Accordingly, there is no need to recite these facts in this Record of
Proceedings.

AIR FORCE EVALUATION:
AFPC/DPPRS reviewed this application and recommended denial.
A complete copy of the evaluation is at Exhibit C.
AFPC/DPPAE reviewed this application and indicated that the RE code of
2C (involuntarily separated with an honorable discharge; or entry
level separation without characterization of service) is correct
(Exhibit D).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to applicant on 31
May 02 for review and response. As of this date, no response has been
received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of injustice. The evidence of record indicates that the
applicant was honorably discharged for unsatisfactory performance as a
result of his failure to make satisfactory progress in a required
training program. While the record reveals that he was unable to
perform certain maintenance functions properly, there was no
indication of any behavior problems or misconduct. In our view, the
applicant should not be permanently barred from future military
service because he was ill-suited for a particular career field. If
the respective services desire to enlist him based on their needs, we
do not believe the applicant should be denied that opportunity.
Accordingly, we recommend that the applicant’s RE code of 2C be
changed to one requiring a waiver; that is, RE-3K (Reserved for use by
HQ AFPC or the Air Force Board for Correction of Military Records
(AFBCMR) when no other reenlistment eligibility code applies or is
appropriate).

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that that his Reenlistment
Eligibility (RE) Code issued in conjunction with his honorable
discharge on 3 Dec 96 was “3K.”

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that his Reenlistment
Eligibility (RE) Code issued in conjunction with his honorable
discharge on 3 Dec 96 was “3K.”
