APPLICANT REQUESTS THAT:
He be considered for promotion to colonel by Special Selection Board
(SSB) by the CY01B (3 Dec 01) central colonel selection board with the
following corrections made to his Officer Selection Brief (OSB):
1. Academic Education:
a. Insert Baccalaureate, Navy Nurse Corps Anesthesia
Program/George Washington University, 1985.
b. Insert 1990 for year completed AFIT-sponsored master
degree education at State University of New York.
2. Assignment History:
a. Delete multiple (4) entries with indicated effective
dates of 4 Jan 84, 9 Jun 84, 31 Jan 85, and 14 Feb 85.
b. Change duty location on 28 Jul 83 entry to read
Bethesda vice Wright Patterson.
c. Indicate PhD education sponsored by the Air Force
Institute of Technology (AFIT) at the University of Cincinnati.
d. Insert “T” prefix on the DAFSC for the entries
effective 17 Jan 95 and 12 Jul 01.
APPLICANT CONTENDS THAT:
Errors on his OSB contributed to his nonselection to colonel.
Applicant’s complete submission, with attachments, is at Exhibit A
STATEMENT OF FACTS:
The applicant is presently serving on active duty in the nurse corps in
the grade of lieutenant colonel. His Total Active Federal Military
Service Date (TAFMSD) is 5 Jul 80. A review of his last ten Officer
Performance Reports (OPRs) indicates overall ratings of “meets
standards.” The applicant was considered and not selected for
promotion in the primary zone to colonel by the CY01B central colonel
selection board. AFPC/DPMAF2 has directed the applicant’s local
Military Personnel Flight (MPF) to make corrections to the applicant’s
records as indicated above. Current personnel files do not yet reflect
that the changes have been made.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial of the applicant’s request for an SSB
based on correction of his duty history. The applicant’s request for
SSB consideration to include corrected duty history from 4, 7, and 19
years ago is not timely. The applicant contends his OSB was missing
his bachelor and master’s degrees. Written instructions attached to
the Officer Preselection Brief (OPB) and given to each officer before
the central selection board specifically states that the academic
education area “holds your two highest degrees and reflects the year
for the most recently completed academic degree only.” Since his two
highest degrees are his doctorate, completed in 2001, and his master’s
completed in 1990, the OSB annotations were correct.
The applicant also contends his duty history was incorrect on his OSB.
However, the OPB the officer receives before the board contains the
same data that will appear on the OSB at the central board. Written
instructions attached to the OPB and given to the officer before the
selection board specifically instructs the officer to carefully examine
the brief for completeness and accuracy. Actions to correct any errors
must be taken prior to the selection board, not after it. The
applicant has not shown where he exercised due diligence to discover
the errors prior to the selection board convening.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 26
Jul 02 for review and comment within 30 days. To date, a response has
not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. While it is evident that the
applicant’s OSB for the CY01B Central Colonel Selection Board did
contain errors, he has failed to provide any evidence to show what
actions he took to correct them prior to the date of the board. In
that regard, it appears that the applicant ignored the errors for a
number of years and has only become concerned due to his nonselection
for promotion. We acknowledge the actions by the Air Force to make the
corrections to the applicant’s records. However, the promotion process
requires each officer to exercise due diligence to insure that their
records are correct when they meet a promotion selection board.
Unfortunately, based on the evidence of record, it appears the
applicant failed to do so. Therefore, in the absence of evidence to
the contrary, we cannot recommend granting the applicant’s request for
promotion consideration by SSB.
4. The applicant's case is adequately documented and it has not been
shown that a personal appearance with or without counsel will
materially add to our understanding of the issues involved. Therefore,
the request for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice; that
the application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
