APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests that he be
promoted to the grade of lieutenant colonel by the Calendar Year 1999B
(CY99B) Central Lieutenant Colonel Selection Board.

STATEMENT OF FACTS:
The applicant was considered and not selected for promotion to the grade of
lieutenant colonel by the CY99B selection board. The applicant submitted a
corrected PRF to the Evaluation Reports Appeal Board (ERAB) and requested
Special Selection Board (SSB) consideration. The ERAB approved partial
correction of his PRF and granted SSB consideration. On 22 Jan 01, he was
considered and not selected by SSB for promotion to the grade of lieutenant
colonel.
In a previous consideration of his case, the applicant contended that due
to the classified nature of his duty assignments his Officer Selection
Record failed to completely and accurately portray his responsibilities,
accurately communicate the impact of his job performance, and did not
reflect a complete assessment of his potential to serve in the next higher
grade. On 27 Nov 01, the Board was not persuaded that he had been a victim
of an error or injustice and denied his request
On 10 Dec 01, the applicant submitted a request for reconsideration. In
further support of his request, he provided a personal statement, an
additional statement from his supervisor, and copies of correspondence he
believes supports his contentions. His complete submission, with

THE BOARD CONCLUDES THAT:
We have thoroughly reviewed the additional documentation submitted with
this application and the evidence of record and the Board majority finds
sufficient evidence of error or injustice that would warrant his promotion
to the grade of lieutenant colonel through the correction of records
process. In this respect, the Board majority believes there is a
preponderance of evidence to clearly show that due to the applicant’s
specialty, his Officer Selection Record (OSR) lacked sufficient information
to fairly evaluate him in comparison with his peers. After review of the
additional documentation provided, the Board majority finds that without
incorporation of the classified accomplishments, there is no way the
applicant can receive fair and equitable consideration for promotion. In
this regard, the majority of the Board notes that the senior rater
indicated that the applicant’s CY99B PRF is flawed as it did not mention
specifics and lacked content for a most important reason - national
security. In view of the above, it is the Board majority's opinion that
the applicant did not receive full and fair consideration for promotion
based on the limited information in his OSR. In view of the above
findings, the Board majority are of the opinion that had the CY99B
selection board members been aware of the applicant's complete record of
performance and accomplishments, he would have been selected for promotion
to the next higher grade. Therefore, the majority of the Board recommends
his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that:
a. He was selected for promotion to the grade of lieutenant colonel
by the Calendar Year 1999B Central Lieutenant Colonel Selection Board and
that action be initiated to obtain Senate confirmation.
b. Upon Senate confirmation, he be promoted to the active duty grade
of lieutenant colonel and awarded an effective date and date of rank as
though he had been selected by the CY 1999B Central Lieutenant Colonel
Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. He was selected for promotion to the grade of lieutenant
colonel by the Calendar Year 1999B Central Lieutenant Colonel Selection
Board and that action be initiated to obtain Senate confirmation.
b. Upon Senate confirmation, he be promoted to the active duty
grade of lieutenant colonel and awarded an effective date and date of rank
as though he had been selected by the CY 1999B Central Lieutenant Colonel
Selection Board.
