APPLICANT REQUESTS THAT:

The reentry code be changed to allow him to enter into the  Air  Force
Reserve.

APPLICANT CONTENDS THAT:

The reasons the applicant believes the  records  to  be  in  error  or
unjust and the evidence submitted in support  of  the  appeal  are  at
Exhibit A.

STATEMENT OF FACTS:

The relevant facts pertaining to this application, extracted from  the
applicant's military records, are contained in the letter prepared  by
the appropriate office of the Air Force.   Accordingly,  there  is  no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:

The  Chief,  Skills  Management  Branch,  AFPC/DPPAE,   reviewed   the
application and recommended denial. A complete copy of the  evaluation
is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A complete copy of the Air  Force  evaluation  was  forwarded  to  the
applicant on 19 January 2001, for review and  response.   As  of  this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of probable error or injustice.  We believe  the  reason
for denial of reenlistment did not  include  sufficient  justification
supported by facts  and  specific  reasons  for  the  nonselection  to
reenlist.  We believe his current RE code is somewhat harsh because it
does not allow him to pursue his desire  to  continue  his  Air  Force
career.  The applicant has supporting documentation to  show  that  he
has obviously matured since separating from the service by  completing
his bachelor’s degree and serving in the Navy Reserve.  In view of the
above, we believe the applicant should be afforded the opportunity  to
apply for a waiver to enlist in the Air Force Reserve.  Whether or not
he is successful will depend on the  needs  of  the  service  and  our
recommendation in no way guarantees that he will be allowed to  return
to the Air Force or any branch of service.   Therefore,  we  recommend
his records to be corrected to the extended indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that at the  time  of  his
discharge  on  15  November  1985,  he  was  issued   a   Reenlistment
Eligibility (RE) Code of “3K,” rather than “2X.”

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that at the time of
his discharge on 15 November 1985, he was issued a Reenlistment
Eligibility (RE) Code of “3K,” rather than “2X.”
