APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of Colonel by Special Selection
Board (SSB) for the Calendar Year 2000 (CY00A) Colonel Board.

APPLICANT CONTENDS THAT:
He graduated from in-residence Senior Service School (SSS) on 21 July 2000.
The CY00A Colonel Board did not have information concerning his
graduation. Officials at the NATO Defense College state that HQ AFPC was
provided with all required information concerning his graduation.
Personnel from the Officer Promotions Branch at HQ AFPC, indicated that
during the promotion board, the scoring of the Line of the Air Force was
not completed until several days after the applicant’s graduation on 21
July 2000. If there had been a properly updated selection record showing
him as a graduate of in-residence SSS, that record would have had
sufficient time to be scored or re-scored by the board.
In support of his appeal, the applicant provided a personal statement and
AFPC/DPPB Operating Instruction (OI) 1-2, dated April 1999.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
lieutenant colonel.
Applicant was considered and not selected for promotion to the grade of
colonel by the CY00A Selection Board that convened on 17 July 2000.
The applicant attended the NATO Defense College, Rome, Italy from 2
November 1999 through 22 July 2000.

AIR FORCE EVALUATION:
The Chief, PME Branch, AFPC/DPAPE, reviewed this application and states
that this office is not involved with updating the completion of SSS in the
applicant’s records. HQ Air University at Maxwell AFB, AL updated all
officers’ SSS completion. A determination of whether or not the
applicant’s information was provided in a timely fashion to be considered
by the selection board cannot be made by this office. The applicant’s
request should be forwarded to AFPC/DPPP for determination of whether the
applicant’s case warrants special promotion consideration.
A complete copy of the Air Force evaluation is attached at Exhibit C.
The Chief, Appeals and SSB Branch, Directorate of Personnel Program
Management, AFPC/DPPPA, reviewed this application and states that the
Military Personnel Flight Memorandum (MPFM) 00-09, dated 25 February 2000,
specifically states in paragraph 10, attachment 3, “To recapture a
displaced Professional Military Education (PME) entry, such as Senior
Officer School (SOS), officers must contact the Extension Course Institute
(ECI) to identify the course and method/date completed in order for ECI to
verify and update. ECI is point of contact for completed courses…” There
is no evidence the applicant attempted to contact either HQ AFPC or ECI at
the time of his completion of the school. As such, they do not support
promotion reconsideration. The MPFM also advises each eligible officer of
the entitlement to write a letter to the board. The applicant could have
used this means to inform the board president of his impending completion
of SSS, particularly since he had to be aware of the fact that he would
complete the course after the board convened. However, they have verified
the applicant elected not to exercise this entitlement. In addition, they
must point out that the applicant’s OSB (top duty history entry) and
1 November 1999 officer performance report (top document in the officer
selection record when considered by the board) clearly showed his selection
and status for the NATO Defense College. Therefore, the CY00A board was
fully aware of his attendance at this SSS equivalent school. Based on the
evidence provided, they recommend denial of the applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluations and provided a response,
with attachments, that is attached at Exhibit F.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. Applicant's Officer Selection
Brief (OSB) did not reflect his completion of Senior Service School (SSS)
at the time he was considered for promotion by the CY00A selection board.
While it is true that the applicant did not actually graduate until after
the selection board had convened, he did graduate before the board
adjourned. Therefore, in the opinion of the board, his record should have
been updated to reflect this achievement. We note that the OSB still has
not been corrected. While it cannot be conclusively determined whether or
not the absence of his completion of SSS was the sole reason for
applicant's nonselection for promotion by the board in question, we do
believe that it served to deprive him of fair and equitable consideration.
Therefore, we recommend his corrected record be considered by Special
Selection Board for the CY00A board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT to include an Officer Selection Brief (OSB) reflecting
completion of in-residence Senior Service School, effective 21 July 2000,
be considered for promotion to the grade of colonel by the Calendar Year
2000A Colonel Selection Board.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to, to include an Officer Selection Brief (OSB) reflecting
completion of in-residence Senior Service School, effective 21 July 2000,
be considered for promotion to the grade of colonel by the Calendar Year

The rater and additional rater of the contested OPR provide statements contending that the correct PME level on the report should have been for SSS rather than ISS. The OPR closing 23 Jun 97 recommends SSS in residence. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice to warrant altering the 23 Jun 96 OPR to reflect a PME recommendation of “SSS” rather than “ISS” and granting SSB consideration for the CY99A selection board.
