APPLICANT REQUESTS THAT:

The statement of service in block 24 of his DD Form  214  effective
5 Aug 66 be changed to 4 years, 0  months,  0  days  instead  of  3
years, 11 months, 29  days  to  give  him  enough  service  in  the
Reserves for retirement.

APPLICANT CONTENDS THAT:

He left his home of record (HOR) on 5 Aug 62 to enlist in  the  Air
Force on 6 Aug 62, but due to a large number of  inductees  and  no
fault of his own, he was not sworn in until 7 Aug 62.   If  he  had
been sworn in on 6 vague 62 as he should have been, he  would  have
had 4 years of service upon his release from active duty on  5  Aug
66.

He enlisted for a term of four years on 7 Aug 62 and was  available
to be discharged on 6 Aug 66, a Saturday,  but  was  discharged  on
5 Aug 66, a Friday, because the Consolidated Base Personnel  Office
(CBPO) was closed.

STATEMENT OF FACTS:

According  to  documents  in  the  applicant’s  military  personnel
records, he enlisted on 7 Aug 62 for a term of four  years.   Based
on  documents  provided  by  the  applicant,  the  HQ  Air  Reserve
Personnel Center advised him on 14 Nov 88  that  an  audit  of  his
Master  Personnel  Record  resulted  in  a  change  in  his   total
satisfactory service from 18 years, 11 months, 29 days to 19 years,
11 months, 29 days.  On 28 Feb 89, the applicant was transferred to
the Inactive Reserves.  On 25 Apr 92, he was  honorably  discharged
from the Reserves.

AIR FORCE EVALUATION:

The Personnel Program  Management  Branch,  AFPC/DPPAES,  evaluated
this application and did not make a recommendation.  They  deferred
to the AFBCMR for a decision on the applicant’s request.

The Separations Branch also evaluated this application.   They  too
deferred to the AFBCMR to determine if relief should be granted.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant responded to the Air Force evaluations by providing a
statement from a relative giving the date  the  applicant  departed
his HOR for enlistment in the Air Force.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to  demonstrate
the existence of probable error or injustice warranting  corrective
action.  After careful consideration of  the  applicant’s  complete
submission, it appears that the applicant did enlist for  a  period
of four years and was discharged a day early.  In addition, we note
that the applicant’s record has been corrected to show that he  has
19 years, 11 months, and 29 days of satisfactory service.  Based on
this correction, applicant is  only  one  day  short  of  obtaining
eligibility  for  retired  pay  at  age  sixty.   In  view  of  the
circumstances surrounding his early separation from active duty and
in view of the correction made to his record, we  believe  that  he
should be given the additional service time  to  obtain  retirement
eligibility.  Therefore, the Board recommends that  the  record  be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the  Air  Force
relating to APPLICANT be corrected to show that:
            a.  He was awarded  an  additional  five  (5)  non-paid
Inactive Duty Training (IDT) points for retirement/retention  (R/R)
year    15 July 1988 to 14 July 1989, resulting in 50 total  points
and a year of satisfactory Federal service for retirement.

            b.  On 28 February 1989, he was not transferred to  the
Inactive Reserve.

            c.  On 1 August 1989, he  was  relieved  from  the  Air
Force  Reserve  and  transferred  to  the  Retired   Reserve   with
eligibility for retired pay at age 60.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

      The pertinent military records of the Department of the Air
Force relating to XXXXX, XXX-XX-XXXX, be corrected to show that:

            a.  He was awarded five (5) non-paid Inactive Duty
Training (IDT) points for retention/retirement year 15 July 1988 to
14 July 1989, resulting in 50 total points and a year of
satisfactory service for retirement.

            b.  On 28 February 1989, he was not transferred to the
Inactive Reserve.

            c.  On 1 August 1989, he was relieved from the Air
Force Reserve and transferred to the  Retired Reserve with
eligibility for retired pay at age 60.
