RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2005-02400
INDEX NUMBER: 128.05
XXXXXXX COUNSEL: None
XXXXXXX HEARING DESIRED: No
MANDATORY CASE COMPLETION DATE: 29 Jan 07
_________________________________________________________________
APPLICANT REQUESTS THAT:
He be authorized a Zone C, 0.5 Multiple, Selective Reenlistment Bonus
(SRB) for Air Force Specialty Code 3E0X2 based on his reenlistment of
1 May 00.
_________________________________________________________________
APPLICANT CONTENDS THAT:
The active duty credit he received for service in the Air National
Guard (ANG) was computed incorrectly resulting in an incorrect Total
Active Federal Military Service Date (TAFMSD) of 4 Apr 84. He finally
got his TAFMSD corrected on 7 Mar 05 to reflect 30 Mar 85. Based on
the corrected TAFMSD of 30 Mar 85, he would have been eligible for the
requested SRB when he reenlisted on 1 May 00.
The applicant’s complete submission is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant enlisted in the Hawaii ANG on 1 Feb 84 and was
discharged on 24 Jul 85. He enlisted in the Regular Air Force (RegAF)
on 25 Jul 85 and is presently serving on active duty in the grade of
senior master sergeant (SMSgt) (E-8). According to the military
personnel data system (MilPDS), his TAFMSD is 30 Mar 85.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial of the applicant’s request. Upon
reenlisting effective 1 May 00, the applicant had 15 years and one
month of service. In order to be eligible for a Zone C SRB, the
applicant must have completed at least 10 years, but no more than 14
years, total active federal military service (TAFMS) (including
current enlistment and periods of active duty, including active duty
training as a reservist) on the discharge date (for reenlistments the
day prior to the reenlistment or for extensions the day prior to
entering an extension). The applicant was outside the eligibility
window of 10 and 14 years of service to qualify for an SRB.
The complete evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
26 Aug 05 for review and comment within 30 days. To date, a response
has not been received.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
