APPLICANT REQUESTS THAT:
His Duty Title and Air Force Specialty Code (AFSC) be corrected on
his Officer Selection Brief and Promotion Recommendation Form (PRF)
to show his instructor and flight safety officer rating and that he
be considered for promotion to lieutenant colonel by Special
Selection Board (SSB) for the Calendar Year 1999B Central
Lieutenant Colonel Board.

RESUME OF CASE:
A similar appeal was considered and denied by the AFBCMR on 7
September 2000. A complete copy of the Record of Proceeding with
attachments is at Exhibit E.
After the applicant received his copy of the case file, he observed
that a letter of support from the Commander, Military Personnel
Flight he had provided to the Board was not included. It was
determined that this letter was not in the case file when the Board
considered the applicant’s request. On 18 September 2000, the
applicant provided another copy of the letter and requested
reconsideration of his case (Exhibit F).

THE BOARD CONCLUDES THAT:
Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After careful
consideration of the additional statement, the Board was not
persuaded that a revision of their earlier determination was
warranted. The Board notes that although the letter from the MPF
Commander addresses efforts by the applicant to get an “S” prefix
added to his Duty AFSC, it also states that he was unsuccessful
because the AFSC was not authorized in the unit. We are still not
persuaded that the applicant has been the victim of an error or
injustice. Therefore, based on the available evidence of record, we
find no basis upon which to favorably consider this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or injustice;
that the application was denied without a personal appearance; and
that the application will only be reconsidered upon the submission
of newly discovered relevant evidence not considered with this
application.
