MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:
Having carefully reviewed this application, we agree with the
recommendation of the Air Force and adopt the rationale expressed as
the basis for our decision that the applicant has been the victim of
either an error or an injustice. Therefore, under the authority
delegated in AFI 36-2603, the applicant's records will be corrected as
set forth in the accompanying Memorandum for the Chief of Staff signed
by the Executive Director of the Board or his designee.

MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States
Code, Air Force Instruction 36-2603, and having assured compliance
with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. The Field Grade Officer Performance Report (OPR), AF Form
707A, rendered for the period 15 May 88 through 14 May 90 be, and hereby
is, declared void and removed from his records; and, the attached
reaccomplished Field Grade Officer Performance Report, AF Form 707A,
rendered for the period 15 May 88 through 14 May 90, which reads, “Meets
Standards,” be accepted for file in its proper sequence.
b. The Promotion Recommendation (PRF), AF Form 709, prepared
for consideration by the FY00 Air Force Reserve Colonel Promotion Board,
containing an Overall Recommendation of "Promote," be, and hereby is,
declared void and removed from his records; and, the attached
reaccomplished PRF, containing an Overall Recommendation of "Definitely
Promote" be accepted for file in its place.
It is further directed that he be considered for promotion to the
grade of colonel by Special Selection Boards for the FY99 Air Force
Reserve Colonel Promotion Board, which convened on 19 Oct 98, and for any
subsequent boards for which the OPR closing 14 May 90 was a matter of
record; and, that he be considered for promotion to the grade of colonel
by a Special Selection Board for the FY00 Air Force Reserve Colonel
Promotion Board, which convened on 18 Oct 99, with inclusion of the
reaccomplished PRF.
