APPLICANT REQUESTS THAT:

His Promotion Recommendation Form (PRF) prepared for consideration  by
the CY97C Lieutenant Colonel Board, which convened on 21  Jul  97,  be
replaced with a reaccomplished PRF.

The Officer Performance Report (OPR) rendered for the period 2 Feb  96
through 31 Aug 96 be amended by changing the last line in Section  VII
(Additional Rater Overall Assessment) to  read  “-Dynamic  leader  and
warrior--an absolute must for flying  squadron  commander  and  Senior
Service School.”

He be given Special Selection Board (SSB) consideration by  the  CY97C
Lieutenant Colonel Board.

RESUME OF THE CASE:

On May 15, 1998, the Board considered and denied  an  application  for
correction of military records pertaining to the applicant,  in  which
he requested that his records be corrected to show that the Letter  of
Reprimand (LOR), dated 8 Feb 96, and the Unfavorable Information  File
(UIF) be declared void and removed from his records, including the LOR
from his Officer  Selection  Record  (OSR);  the  Officer  Performance
Report (OPR) rendered for the period 2 Feb 95  through  1  Feb  96  be
declared  void  and  removed   from   his   records;   the   Promotion
Recommendation Form (PRF) prepared  for  consideration  by  the  CY96C
Below-The-Zone (BPZ) Lieutenant Colonel Board be amended  by  deleting
the comments in Section IV  (Promotion  Recommendation)  and  changing
Section IX (Overall Recommendation) to read “Promote” rather than  “Do
Not Promote This Board”; and, the Promotion Recommendation Form  (PRF)
prepared for consideration by the CY97C Lieutenant  Colonel  Board  be
amended  by  deleting  the   comments   in   Section   IV   (Promotion
Recommendation) referencing the LOR and UIF.  A complete copy  of  the
Record of Proceedings is  attached  at  Exhibit  L  (with  Exhibits  A
through I).

On 14 Jan 00, the Board reconsidered and a majority of the Board again
denied the applicant’s appeal.  On 8 Aug 00, The Director,  Air  Force
Review Board’s Agency (SAF/MIB), agreed with the minority  member  and
directed that the letter of reprimand and contested report  be  voided
and removed from the  applicant’s  records,  the  PRF  be  amended  to
reflect a  “Promote”  recommendation,  and  he  be  given  appropriate
consideration by Special Selection Boards with his  corrected  record.
Complete copies of the  SAF/MIB  letter  and  Addendum  to  Record  of
Proceedings are attached at Exhibit M (with Exhibits J and K).

APPLICANT CONTENDS THAT:

After receiving the decision to  remove  the  unfavorable  information
from  his  records,  he  requested  that  his  senior  rater  and  the
management level review (MLR) board  president  reevaluate  his  CY97C
Promotion Recommendation Form.

After reviewing his records, it appeared that the Officer  Performance
Report (OPR) that closed out 31 Aug 96  had  been  influenced  by  the
previous negative information in his records.

In support of his appeal, the applicant provided a personal statement,
supportive statements, and copies of the original  and  reaccomplished
PRFs and original OPR.

THE BOARD CONCLUDES THAT:

Sufficient relevant evidence has been  presented  to  demonstrate  the
existence of probable error or injustice.  After a thorough review  of
the available evidence, to include the supportive statements from  the
senior rater, MLR president, and the applicant’s rating chain, we  are
sufficiently persuaded that corrective action  is  warranted  in  this
case.  Accordingly, we recommend that the  CY97C  PRF  be  voided  and
replaced with a reaccomplished one, the  OPR  closing  31  Aug  96  be
amended, and that the applicant be given appropriate SSB consideration
with his corrected record.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that:

      a.  The Promotion Recommendation,  AF  Form  709,  prepared  for
consideration by the CY97C Lieutenant Colonel Board be  declared  void
and removed from his records; and, the  attached  reaccomplished  PRF,
which reads “Definitely Promote this warrior  now,”  be  accepted  for
file in its place.

      b.  The Officer Performance Report (OPR) rendered for the period
2 Feb 96 through 31 Aug 96 be amended by changing  the  last  line  in
Section VII (Additional Rater Overall Assessment)  to  read  “-Dynamic
leader and warrior--an absolute must for flying squadron commander and
Senior Service School.”

It is further recommended that he be considered for promotion  to  the
grade of lieutenant colonel by Special Selection Boards for the  CY97C
Central Lieutenant Colonel Board, which convened on 21 Jul 97, and any
subsequent boards for which the OPR closing 31 Aug 96 was a matter  of
record, with inclusion of the reaccomplished PRF.

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:

                 a.  The Promotion Recommendation, AF Form 709,
prepared for consideration by the CY97C Lieutenant Colonel Board be
declared void and removed from his records; and, the attached
reaccomplished PRF, which reads “Definitely Promote this warrior now,”
be accepted for file in its place.
