APPLICANT REQUESTS THAT:
His Officer Selection Record (OSR) for the CY00A Lieutenant Colonel Central
Selection Board be corrected to include the citation for award of the Army
Commendation Medal and a revised PRF.
A Special Selection Board for the CY00A Lieutenant Colonel Selection Board
consider him for promotion to lieutenant colonel.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of major.
His Total Active Federal Military Service Date (TAFMSD) is 9 Apr 91. The
applicant was considered and not selected for promotion to lieutenant
colonel by the CY00A and CY01B Central Lieutenant Colonel Selection boards.
On 16 October 2001, the applicant’s request that his Officer Selection
Record (OSR) for the CY00A Lieutenant Colonel Central Selection Board be
corrected to include the citation for award of the Army Commendation Medal
and that he be considered for promotion to lt colonel by SSB was denied by
the AFBCMR. For an accounting of the facts and circumstances surrounding
the applicant’s separation, and, the rationale of the earlier decision by
the Board, see the Record of Proceedings at Exhibit E.
On 17 Dec 01, the applicant submitted a request for reconsideration
contending that the PRF prepared on him for the CY00A Board was weak in
comparison to his overall record, particularly the last two OPRs that had
been rendered on him. In support of his appeal, the applicant submitted a
revised PRF as well as a copy of a letter sent to his Management Level
Review president by his Senior Rater requesting that the revised PRF be
substituted for the original PRF and the applicant meet an SSB. The
applicant’s complete submission is at Exhibit F.

AIR FORCE EVALUATION:
Pursuant to the Board’s request, AFPC/DPPPE evaluated the applicant’s
latest submission in regards to his request to revise his PRF. They
recommend denial of the applicant’s request.
The applicant contends that his 13 Jun 00 OPR was not reviewed by the HQ
AFMC MLR and this decreased his chances to receive a definitely promote.
However, he has not provided any supporting documentation from his senior
rater or management level to support this allegation.
The applicant also contends that his PRF does not accurately reflect his
career path, and based on non-select and career counseling there were key
words missing. Changing Section IV requires concurrence of the senior
rater and MLR president. While applicant has the support of his senior
rater, he does not have the support of his MLR president. In addition, the
senior rater has not provided any evidence to show that the requested
changes are related to a documented error.

AFPC/DPPPO was requested to provide an evaluation of the applicant’s
requests for promotion consideration by SSB and to include a letter to the
Board. They recommend denial of the applicant’s request.
The letter the applicant requests be included to the Board is dated 11 Oct
01 and makes reference to the CY01B board.

APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS
The applicant agrees with AFPC/DPPPO that the letter to the Board he
submitted is incorrect. He has attached a more appropriate letter. In
regards to the failure of his senior rater providing evidence of procedural
errors, he indicates that he is only able to provide circumstantial
evidence of incorrect procedures. The applicant indicates that the
expected recommendation of denial from the Air Force is the reason why he
has appealed to the AFBCMR. He provides a list of achievements garnered by
the unit he commands as evidence that he deserves promotion.

THE BOARD CONCLUDES THAT:
After reviewing the evidence submitted by the applicant, the majority of
the Board believes that sufficient doubt exists over the impact of the
applicant’s PRF on his promotion opportunity to warrant relief. They are
primarily persuaded by the support the applicant has received from his
senior rater to revise the PRF as well as the feedback he received from
AFPC regarding the quality of the PRF. While it is not an absolute
certainty that the applicant’s PRF and the missing Army Commendation Medal
citation resulted in his nonselection for promotion, the majority of the
Board believes that any doubt should be resolved in his favor. The board
majority has elected to deny the applicant’s request to include the letter
he has provided documenting why he was unable to attend Squadron Officer
School in residence in his Officer Selection Record. However, they note
that the applicant will have an opportunity to write to the Special
Selection Board president. Therefore, in the interest of equity and
justice, the majority of the board recommends that the applicant’s records
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that the Promotion Recommendation Form
(PRF), AF Form 709, prepared for the CY00A Central Lieutenant Colonel
Selection Board, which convened on 28 November 2000, be declared void and
removed from his records and replaced with the attached reaccomplished
Promotion Recommendation Form, AF Form 709.
It is further recommended that his record, to include the above revised
Promotion Recommendation Form and the Army Commendation Medal, closing 2
May 2000, be considered for promotion to the grade of lieutenant colonel by
a Special Selection Board for the CY00A Central Lieutenant Colonel
Selection Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that the pertinent military records of the Department of the
Air Force relating to XXXXXXXXXX, XXX-XX-XXXX, be corrected to show
that the Promotion Recommendation Form (PRF), AF Form 709, prepared for
the CY00A Central Lieutenant Colonel Selection Board, which convened on
28 November 2000, be, and hereby is, declared void and removed from his
records and replaced with the attached reaccomplished Promotion
Recommendation Form, AF Form 709.
It is further directed that his record, to include the above
revised Promotion Recommendation Form and the Army Commendation Medal,
