Applicant requests  that  his  discharge  be  upgraded  to  honorable.
Applicant's submission is at Exhibit A.

The appropriate Air Force office  evaluated  applicant's  request  and
state that considering applicant was 19 years old at the time he  went
AWOL, the severity of the crime, his contributions to  his   community
since discharge and  his  otherwise  honorable  service  record,  they
recommend clemency.  If a check of the Federal Bureau of Investigation
(FBI) files proves negative, they recommend his bad conduct  discharge
be upgraded to under honorable condition (general) discharge  (Exhibit
C).  The advisory opinion was forwarded to the  applicant  for  review
and response (Exhibit D).  As of  this  date,  no  response  has  been
received by this office.

After careful consideration of applicant's request and  the  available
evidence  of  record,  we  find  insufficient  evidence  of  error  or
injustice to warrant corrective action.  The Air Force states that  if
a check of the FBI files proves negative, they recommend the discharge
be upgraded based on clemency.  In view of the less than favorable FBI
report, the Board finds no basis upon  which  to  recommend  favorable
action on this application.

Accordingly, applicant's request is denied.

The Board staff is directed to  inform  applicant  of  this  decision.
Applicant should also be informed that this decision is final and will
only be reconsidered upon the presentation of  new  relevant  evidence
which was not reasonably available at the  time  the  application  was
filed.

1999, in accordance with the provisions of Air Force  Instruction  36-
