APPLICANT REQUESTS THAT:
He be considered for promotion to the grade of lieutenant colonel by
Special Selection Board (SSB) for the Calendar Year 1998B (CY98B)
Lieutenant Colonel Board.
APPLICANT CONTENDS THAT:
His masters degree and duty title were in error when considered for
promotion to the grade of lieutenant colonel by the CY98B board.
In support of his request, he submits a personal statement, copy of his
officer selection brief (OSB), college transcript, and a letter of
completion, dated 27 May 1998.
Applicant's complete submission is attached at Exhibit A.
STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
major.
Applicant was considered and not selected for promotion to the grade of
lieutenant colonel by the CY98B (1 June 1998) Lieutenant Colonel Board.

AIR FORCE EVALUATION:
The Directorate of Assignments, HQ AFPC/DPAPS1, reviewed this application
and states that applicant indicates his duty title for 930116 was numeric
and assumed it translated to something in the military personnel system
since he had not changed jobs and was not expected to see a duplicate
entry. The duty title according to the officer performance report (OPR) on
file should read Environmental Program Manager. The duty title was
previously approved and input into the applicant’s record in October 1998.
They concur with this update. They defer to HQ AFPC/DPPPAB.
A complete copy of the Air Force evaluation is attached at Exhibit C.
The Chief, Promotion, Evaluation and Recognition Division, Directorate of
Personnel Program Management, HQ AFPC/DPPP, reviewed this application and
states that the applicant contends he completed all requirements for award
of his masters degree in June 1996, however, the school lost his thesis.
He claims he resubmitted his thesis early in 1998, and on 27 May 1998
Central Michigan University issued a letter stating he had completed all
requirements for award of his masters degree in Administration. The
applicant wrote a letter to the CY98B board president indicating he had
completed all requirements for his masters degree. Personnel at the
university wrote a letter to the board president affirming he had completed
all requirements for his masters degree. Although completion of the degree
was missing from his OSB, the board members were aware he had completed all
of the requirements for his masters degree and properly factored it into
their promotion assessment.
The applicant claims he discovered an erroneous numerical duty title entry
on his CY98B OSB prior to his promotion consideration. Applicant did not
initiate correction procedures at that time because he believed the
numerical code was associated with the military personnel system. HQ
AFPC/DPAPS1 confirmed the duty title entry should have been, “Environmental
Program Manager” based on the OPR filed in his officer selection record
(OSR). They, therefore, do not believe SSB consideration on this issue is
appropriate since the missing duty title on which he is basing his appeal
was present in his OSR for the boards review.
Central boards evaluate the entire OSR. They are not convinced the missing
masters degree and duty title caused the applicant’s nonselection,
especially since the duty title was present on his OPR and the Board had a
letter from both the applicant and the university attesting to the fact he
had completed his masters degree. Therefore, they recommend denial of
applicant’s request.

at Exhibit D.
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Complete copies of the Air Force evaluations were forwarded to the
applicant on 29 March 1999, for review and response within 30 days. As of
this date, no response has been received.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. At the time applicant’s record
was considered for promotion to the grade of lieutenant colonel by the CY98
board, the OSB dated 19 May 1998, did not contain his masters degree and
the duty title was incorrect. These corrections have been made to his OSB.
However, in view of the fact that the correct duty title was listed on his
OPR closing 6 June 1993, and the applicant wrote a letter to the Board
President, indicating that he had completed all requirements for a masters
degree, we believe that these errors were minor. In view of the above, we
are compelled to conclude that the omission the masters degree and duty
title from the OSB were harmless errors. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend granting
the relief sought in this application.
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.

He also believes he may have been nonselected because of a perception among the board members that he spent too much time at Kirtland AFB, NM. DPPPA stated that it was the applicant’s responsibility to notify the board of the circumstances surrounding his extended tenure at one location, and the omission of the duty title effective 18 Dec 93 from his OSB if he believed them important to his promotion consideration. ...
The Promotion Recommendation Form (PRF) reviewed by the CY98B board reflected a promotion recommendation of “Promote.” According to the advisory opinions (Exhibits C, D, and E with Addendum), amendments were made to both the OSB and the PRF before the CY98B board convened. At the time applicant was considered for promotion to the grade of lieutenant colonel by the CY98B board, his OSB reflected his duty title as Commander, DDD Letterkenny, effective 26 Jun 97. DPASA stated that when the applicant’s record met the selection board he was not a corps member, thus, no error occurred (Exhibit D). Therefore, the board had the correct information in evidence when his record was considered by the P0598B board. We noted that the appropriate Air Force office has made the requested duty title corrections to applicant’s assignment history.

His Duty Air Force Specialty Code (DAFSC) be corrected on his Officer Selection Brief (OSB) to read “32E4” versus “32E3G." On 17 April 1998 and 22 June 1998 the Unit Personnel Manpower Document (UPMR) and the UMD were corrected to reflect the correct DAFSC of “32E4." They therefore, believe the applicant’s DAFSC was correct when he was considered for promotion to the grade of major and his request is without merit.
Had he properly reviewed his OPBs prior to either of his BPZ considerations, his record would have been accurate for his P0598B in-the-promotion zone consideration. As they have stated, the same errors existed on his P0597C OSB, and the applicant has not explained why he took no action when he received his OPB for that board to get the errors corrected. They noted that with the exception of the 1 Apr 94 error (CMHQ vs. W/B), the same errors the applicant is now pointing out were also in existence at the time of the P0494A board as well. Even though they were in error on the OSB, they were correct on the OPRs.
