APPLICANT REQUESTS THAT:
He receive Special Selection Board (SSB) consideration for promotion to the
grade of lieutenant colonel for the Calendar Year (CY) 1998B Lieutenant
Colonel Selection Board with inclusion of the citation for the Air Force
Achievement Medal, 1st Oak Leaf Cluster (AFAM 1OLC) in his officer
selection record (OSR).

APPLICANT CONTENDS THAT:
Air Force Personnel Center (AFPC) screened his record for errors
approximately 90 days prior to the board and overlooked the missing
citation. AFPC discovered missing citation approximately one week prior to
the board, but failed to notify the Mission Support Squadron (MSS) or him.
Additionally, AFPC annotated the wrong address on the discrepancy report
(363 MSS instead of 20 MSS).

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the grade of
major.
Applicant’s Officer Performance Reports (OPRs) from 1991 through 1997
reflect meets standards on all performance factors.
Applicant was considered and not selected for promotion, below the
promotion zone, to the grade of lieutenant colonel by the CY98B selection
board.

AIR FORCE EVALUATION:
The Chief, Appeals and SSB Branch, AFPC/DPPPA, reviewed the application and
states that they would like to point out that the purpose of having a
citation included in the OSR is to ensure the Board members are aware of
the level of the decoration. In this regard, they are guided by AFI 36-
2608, Table A2.1, Item 326, which specifically cites that orders granting
decorations may be filed and maintained when a like citation is not
available. They note that this speaks to the knowledge that a decoration
was given as opposed to the contents contained in the citation.
Furthermore, evidence of a decoration within the OSR speaks to the
decoration itself, not what the citation may or may not reveal. Even
though the AFAM 1OLC citation was not on file for the board, it was in
evidence before the board as he points out, on his OSB. More importantly,
the memorandum from AFPC/DPPBR1 confirms that Board members were
knowledgeable the decoration was given which is the ultimate purpose of
including it in the promotion selection process. Since the board members
were aware of the AFAM 1OLC, they are convinced it was factored into the
applicant’s promotion evaluation. They also state that they did not file
the AFAM 1OLC citation in his OSR because the copy he included with his
appeal is undated. Therefore, based on evidence provided, they recommend
denial of applicant’s request.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 20 December 1998, a copy of Air Force evaluation was forwarded to the
applicant for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. In regard to the AFAM (1OLC),
the Air Force states that his officer selection brief revealed that he was
awarded the AFAM; therefore, the selection board members were aware that he
had received this award. We also note that central selection boards
evaluate the entire officer record and it is highly unlikely the missing
citation from his record was the cause of his nonselection. After
reviewing the evidence of record, we agree with the comments of the Air
Force. In view of the above, we are compelled to conclude that the missing
citation was a harmless error. Therefore, we find no basis upon which to
recommend favorable action on this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.

The two board certification documents, and masters degree document be placed in his officer selection record (OSR). However, the citations were not placed in his OSR. Even though all the AFAM citations were not on file for the board, they were in evidence before the board on the OSB.
