RESUME OF CASE
On 26 March 1998, the Board considered and denied applicant's 10 May 1997
application requesting that (1) his discharge diagnosis, Axis I, be
corrected to (a) Major Depression, without psychotic features, and (b)
Brief Reactive Psychosis; (2) The diagnosis of Personality Disorder, Not
Otherwise Specified, be expunged from his record; and (3) He be reinstated
into the Air Force, if he so desires. A complete copy of the Record of
Proceedings is attached at Exhibit G.
On 16 March 1999, applicant submitted additional documentation and his case
was reopened. Applicant’s complete submission is attached at Exhibit H.

THE BOARD CONCLUDES THAT:
1. Sufficient relevant evidence has been presented to demonstrate the
existence of probable injustice warranting a change in the final diagnosis
made at the time of his separation from the Air Force. After reviewing his
prior submission and the additional documentation submitted, the Board
believes that the diagnosis of major depression with psychotic features was
accurate at the time of his separation from the Air Force in 1995.
However, based on current medical evidence, the majority of the Board
believes that the diagnosis pertaining to psychotic features should be
changed to “without Psychotic Features with Brief Reactive Psychosis.”
This change in no way alters the finding that the applicant was unfit for
world-wide duty or that he should be eligible to return to the Air Force.
The majority of the Board recommends this change based on the additional
evidence and to provide the applicant an opportunity to apply for a medical
license in the state of Alabama.
2. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice in regard to the applicant’s
request to have the diagnosis of personality disorder expunged from his
records. After reviewing his medical records, we are not persuaded that
this diagnosis should be declared void. Applicant states that this
diagnosis was made due to his conflict with his caretakers; however, he has
failed to provide sufficient evidence to support this allegation. In view
of the above, we find no basis upon which to recommend favorable action on
this portion of his application.
3. The applicant's case is adequately documented and it has not been
shown that a personal appearance with or without counsel will materially
add to our understanding of the issue(s) involved. Therefore, the request
for a hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that on 18 August 1995, he was
discharged under the provisions of AFI 36-3212 (Physical Evaluation for
Retention, Retirement, and Separation), Major Depression without Psychotic
Features - Brief Reactive Psychosis, VA Code 9207, and rated at 10%.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 18 August 1995, he was
discharged under the provisions of AFI 36-3212 (Physical Evaluation for
Retention, Retirement, and Separation), for Major Depression without
Psychotic Features - Brief Reactive Psychosis, VA Code 9207, and rated at
10%.

A follow-up evaluation on 19 September 1996 rendered a diagnosis of major depression vs. dysthymia and she was treated with the antidepressant medicine Prozac. It must be noted that Major Depressive Disorder was not diagnosed prior to his retirement. Review of medical records does not disclose any evidence to support correction of records from length of service retirement to disability retirement or to override the OGD. Based on his overall record of performance and noting the recommendations from his commanders, we recommend that the applicant’s record be corrected to reflect that he retired in the grade of lieutenant colonel.

On 19 May 97, an MEB found the applicant not world-wide qualified and recommended she be referred to an Informal Physical Evaluation Board (IPEB). He diagnosed her as having a personality disorder, not otherwise specified, and recommended administrative separation. On 9 Nov 98, the IPEB found her fit with an adjustment disorder which existed prior to service (EPTS) at the USAFA and recommended she be returned to duty.
