APPLICANT REQUESTS THAT:
The Officer Performance Report (OPR) rendered for the period
through be declared void and replaced with a reaccomplished report
covering the same period.

RESUME OF CASE:
On , the Board considered and denied applicant’s request (see
Exhibit F).
On , the applicant provided a statement from the reviewer of the
contested report and requested the Board reconsider his application
(see Exhibit G).

THE BOARD CONCLUDES THAT:
1. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After reviewing the
additional statement provided by the reviewer of the report in
question, dated , we are persuaded that the omission of information
pertaining to applicant’s work on restructuring for Air Combat Command
and U.S. Atlantic Command (LANTCOM) was inadvertently omitted during
the writing of the original OPR. The reviewer states that the
applicant’s work on restructuring for Air Combat Command and U.S.
Atlantic Command eclipse all his other accomplishments and shows a far
greater impact than indicated on the contested OPR. In view of these
statements, we recommend the information relating to applicant’s work
on LANTCOM be added to the contested OPR. Furthermore, we recommend
he be given consideration for promotion to the grade of lieutenant
colonel by Special Selection Board (SSB) for the Calendar Year 1993A
(CY93A), CY94A, and CY96C Central Lieutenant Colonel Boards.
2. We considered the reaccomplished report; however, while the
applicant and his support state the revised report contains more
accurate information describing the applicant’s duties, we note that
the evaluators signed the original report indicating it was accurate
when written and the proposed report does not resemble the original.
Therefore, we find no basis to recommend granting applicant’s request
to replace the contested report with a reaccomplished report covering
the same period.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Field Grade OPR,
AF Form 707A, rendered for the period through , be corrected
as indicated below:
a. Section II. Unit Mission Description. Add “(TTP)” after
“procedures” and before “The Combat.”
b. Section III. Job Description. 2. Key Duties, Tasks, and
Responsibilities: The following be added after “Air Combat Command”
and before “Directorate of Plans and Programs.”: “(ACC) and US
Atlantic Command (LANTCOM)”. and after “Air Combat Command” and before
“and Strategic Command” add “LANTCOM,”.
c. Section IV. Impact on Mission Accomplishment. The
following be added after “US-Argentinian relations.” And before “- His
in-depth review”: “- Hand-picked for SECDEF-directed LANTCOM
Implementation Working Group (LIWG)—spearheaded development of
guidelines for joint TTPs used by new command’s components to train
80% of DoD forces.”
d. Section VI. Rater Overall Assessment. The following be
added after “this project” and before “He identified,”: “He led the
ACC/LANTCOM transition team designing the command-to-command
relationships for ACC’s AF component role in the new Atlantic Command.
As part of the LIWG, he coordinated with Navy, Marine, and Army
counterparts to publish first ever LANTCOM TTP document.”
His corrected record be considered for promotion to the grade of
lieutenant colonel by SSB for the CY93A, CY94A, and CY96C Central
Lieutenant Colonel Selection Boards.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, SSN, be corrected to show that the Field
Grade Officer Performance Report, AF Form 707A, rendered for the
period 27 March 1992 through 26 March 1993, be corrected as indicated
below:
a. Section II. Unit Mission Description. Add “(TTP)”
