RESUME OF CASE
On 7 July 1998, the Board considered and denied the applicant's
24 November 1997 application requesting that: (1) The Promotion
Recommendation Form (PRF) for Calendar Year 1992A (CY92A) be
upgraded to a Definitely Promote (DP) .
(2) His record be
corrected to reflect selection to colonel as if selected in-the-
promotion- zone by the CY92A Colonel board.
(3) In the
alternative, he be considered for promotion to the grade of
colonel by Special Selection Board (SSB) for the CY92A Colonel
Selection Board. A complete copy of the Record of Proceedings is
attached at Exhibit G.
On 10 January 1999, the applicant submitted additional
documentation and his case was reopened. The applicant requests
that: (1) The PRF for CY92A be upgraded to a DP; and (2) he be
considered for promotion to the grade of colonel by SSB for the
CY92A Colonel Selection Board.
In support of the appeal, applicant submits a statement from the
Management Level Evaluation Board (MLEB) President, dated
18 March 1996 and a statement from the Senior Rater, dated
12 October 1998.
Applicant's complete submission is attached at Exhibit H.
THE BOARD CONCLUDES THAT:
Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After reviewing
the documentation provided with this appeal, we note that the
statement from the Management Level Evaluation Board (MLEB)
President was previously submitted with the applicant's original
request. In regard to the new statement provided by the senior
rater now supporting a Definitely Promote (DP) in the applicant's
overall promotion recommendation, the Board is unclear as to what
the senior rater now knows that he did not when he provided his
previous statement. In his previous statement, the senior rater

states that "...the removal of the two OERs has not significantly
strengthened your record in my view. I don't see the change
sufficient to put you 'over the top' for a DP." The Board
recognizes that over time opinions change, however, the senior
rater in his latest statement does not explain why he now
supports a DP where before he could not do so. In view of the
foregoing, we find no basis upon which to recommend favorable
action on this application.
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of probable material error or
injustice; that the applicant was denied without a personal
appearance; and that the application will only be reconsidered
upon the submission of newly discovered relevant evidence not
considered with this application.

However, he was not selected to the grade of colonel. _________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPPPEB notes the applicant has not provided a new PRF with supportive documentation from the senior rater and management level evaluation board as required. Also, to suggest that the policy prevented him from being promoted is not warranted as other AFIT attendees, who received training reports, have been promoted to the grade of colonel.
The revised Promotion Recommendation Form (PRF) for the CY96C Central Lieutenant Colonel Selection Board (P0596C), with a "Definitely Promote" recommendation, be accepted for file.
