MEMORANDUM FOR THE CHIEF OF STAFF 

Under the authority of Section 1552, Title 10, United States Code and Air Force Instruction 
36-2603, and having assured compliance with the provisions of the above regulation, the decision of 
the Air Force Board for Correction of Military Records is announced, and it is directed that:

a.  The Field Grade Officer Performance Report, AF Form 707A, rendered for the period 
27 May 1995 through 26 May 1996, and all the referral documents attached thereto, be, and hereby 
are, declared void and removed from his records. 

b.  The attached reaccomplished Field Grade Officer Performance Report, rendered for 
the period 27 May 1995 through 26 May 1996, with all Performance Factors in Section V marked 
“Meets Standards,” be filed in his Officer Selection Record, in its proper sequence. 

c.  The action by the Secretary of the Air Force to remove his name fiom the listing of 

officers selected for promotion to the grade of colonel by the CY 1994A Central Colonel Selection 
Board be, and hereby is, set aside, thereby reinstating his promotion to the grade of colonel, with an 
effective date and a date of rank of 1  October 1996. 

d.  All Field Grade Officer Performance Reports, AF Forms 707A, commencing with the 

report rendered for the period 27 May 1996 through 26 May 1997, be corrected to show he was 
serving in the grade of colonel, rather than lieutenant colonel. 

e.  His selection for Senior Service School (SSS) by the CY 1994 IColonel Selection 
Board be, and hereby is, reinstated and he be enrolled in the Secretary of Defense Fellowship 
Program at Lockheed-Martin Headquarters (if possible), commencing in the summer of 1999.  If a 
Fellowship at Lockheed-Martin or any other District of Columbia area company is unavailable, he 
be enrolled for school year 1999 at the Industrial College of the Armed Forces (ICAF).  If neither of 
the foregoing training is available, he be enrolled in the National War College (NWC) for school 
year 1999.

Therefore, under the authority delegated in AFI ++ 

Having carefully reviewed this application, we agree with the 
recommendation of the Air Force office of primary responsibility 
and adopt the rationale expressed as the basis for our decision 
that the applicant has been the victim of either an error or an 
injustice. 
36-2603, the applicant's records will be corrected as set forth in 
the accompanying Memorandum for the Chief of Staff signed by the 
Executive Director of the Board or his designee.
