MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:
Having carefully reviewed this application, we agree with the recommendation of the Air
Staff and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for
the Chief of Staff signed by the Executive Director of the Board or his designee.

Under the authority of Section 1552, Title 10, United States Code, Air Force Instruction
36-2603, and having assured compliance with the provisions of the above regulation, the
decision of the Air Force Board for Correction of Military Records is announced, and it is
directed that:

It is further directed that, if he is recommended for promotion by the SRB, the Air Force
Board for Correction of Military Records be advised of that recommendation at the earliest
practicable date so that all necessary and appropriate actions may be completed.
If he is not recommended for promotion by the SRB, the office of primary responsibility
will advise him of the recommendation of the SRB.

1. The requested correction cannot be accomplished administra-
tively at this headquarters.
2. The applicant requests a special review board (SRB) in lieu
of the FY97 Reserve of the Air Force Lieutenant Colonel Unit
Vacancy (UV) Selection Board which convened at this headquarters
on 10 June 1996.
3. The following is an analysis of the circumstances surrounding
the case:
a. Due to an administrative error, the applicant was not
considered by the board.
4. Recommend approval of the applicant's case.
5. If the Air Force Board for Correction of Military Records
(AFBCMR) concurs with this request, the following action should
be taken:

a. The applicant should be considered for promotion to the
Reserve grade of lieutenant colonel by an SRB in lieu of the FY97
UV board. If selected by the SRB, the applicant should be
promoted to the Reserve grade of lieutenant colonel with a date
of rank and effective date of 13 June 1996. This is the same
promotion date he would have received had he been selected.by the
FY97 UV board.
b. If not selected for promotion by the SRB, no further
action is required.
