Applicant requests that he be awarded the Aerial Achievement
Medal (AAM), for his support in Humanitarian Operations for the
period 30 December 1992 to 30 June 1994. Applicant's submission
is at Exhibit A.
The appropriate Air Force office evaluated applicant's request
and provided an advisory opinion to the Board recommending the
application be denied (Exhibit C).
The advisory opinion was
forwarded to the applicant for review and response (Exhibit D).
As of this date, no response has been received by this office.
Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. As noted by the
Air Force, Operation Phoenix Perch was not a humanitarian relief
operation. Therefore, the evidence before this Board reveals
that he only has nine (9) missions in support of humanitarian
relief which is one (1) mission short to be eligible for the AAM.
In view of the above findings and in the absence of evidence to
the contrary, we find no basis upon which to recommend favorable
action on this application.
Accordingly, applicant's request is denied.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.

in Humanitarian Operations for the period of 30 December 1992 to 30 June 1994. In
accordance with MI 36-2803, Awards and Decoration Program and AFRC Supplement,
to be awarded the AAM for humanitarian operations, members must have successfully
completed 10 missions in support of humanitarian relief'.
2. After carefid review of the application and coordination with HQ AFRC Directorate of
Operations, it was determined -did
Operation Phoenix Perch was not a humanitarian relief operation. Therefore, based on the
information provided, we recommend disapproval of the AAM.

They now agree with the applicant and do not believe the CY97C central board had the opportunity to review the AAM, 2OLC, citation; however, the citation was not required to be filed until after the board convened on 21 June 1997.
