grade of major by Special Selection Board (SSB) for the CY97C

APPLICANT CONTENDS THAT:
When his OSB was reviewed by the primary selection board it did
not reflect the correct duty titles and DAFSC. These items have
been corrected at Hurlburt Field Military Personnel Flight (MPF)
and copies of the transactions are attached (dated 9 Jan 98).
This missing information may have caused nonselection to major by
the CY97 board and he is requesting SSB with the corrections made
in his record.
In support of his request, the applicant submitted a copy of
Special Order for the AFCM (that was later withdrawn), a letter
of support from the Director of Operations, his OPR reflecting
the correct duty title and a copy of AF Form 8, Certification of
Aircrew Qualifications.

STATEMENT OF FACTS:
The applicant is currently serving on extended active duty in the
grade of captain.
He was considered and not selected for promotion to the grade of
major by the CY97C central major board.

AIR FORCE EVALUATION:
The Chief, Reports and Queries Team, AFPC/DPAISl, reviewed the
application and stated that based on the AF Forms submitted and
the OPRs contained in the member's records, the duty titles have
been corrected by the MPF.
They concurred with these
corrections. The DAFSC was changed to reflect "K" prefix based
on the AF Form 2096 submitted.
A complete copy of the evaluation is attached at Exhibit C.
The Chief, Officer Promotion and Appointment Branch, AFPC/DPPPO,
reviewed the application and noted that there were two AFCM
citations posted to the applicant's OSR at the time of the CY97C
major board. They recommended denial of this portion of his
request (Exhibit D). In a subsequent evaluation, they advised
that applicant had submitted another request regarding this issue
and that this evaluation should be disregarded (Exhibit E).
AFPC/DPPPO addressed the issue of the SSB, on the basis of the
changes made to applicant's records in the Personnel Data System
(PDS). They recommend denial for SSB in view of the fact that
applicant provided no evidence or information to suggest that he
took any action to make these corrections prior to the CY97C
board. He was provided an Officer Preselection Brief (OPB) and
in all likelihood these errors were present on this brief. There
was ample time to review his record in order to ensure that it
reflected his correct DAFSC and duty history. He also could have

communicated the error to the board via a letter, however, there
is no evidence such a letter was written by the applicant.

The Chief, Appeals and SSB Branch, AFPC/DPPPA, reviewed the
application and stated that they concurred with AFPC/DPPPO's
advisory not to recommend granting him SSB consideration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluations and responded
that he does not believes that any one error resulted in his
nonselection for promotion but rather the combination of
incorrect duty history, AFSC and missing AFAM on his OSB. He
does not believe the selection board gave as much consideration
to the entire record. The incorrect AFSC alone depicted him as
downgraded to co-pilot although he had been an Aircraft Commander
since November 1993 and recently upgraded to Instructor Pilot.
He stated that he did not send a letter to the selection board
because he believed his records had finally been corrected in the
PC-I11 system. He requests that based on the above data, his
records should be submitted for consideration by an SSB.
Applicant's complete response is attached at Exhibit H.
The Chief, Rotary Wing Programs, submitted a letter confirming
the applicant's duty history from July 1996 through July 1997.
The Chief stated that he was applicant's Deputy Commander during
the contested time period and that during this period they had
multiple problems with PC-I11 system accepting duty history
changes and then later rejecting these changes and reverting to
prior AFSCs. They continually played catch up attempting to

applicant's OPR and PRF reflected his accurate AFSC and duty
title when meeting his first board and his OSB should have
matched this. The applicant took an active interest in ensuring
that he had accurate data in the PC-I11 and inquired on every
occasion possible between multiple temporary duty assignments
(TDY) throughout the Pacific. He was at home station a very
limited portion of the spring of 1997 due to TDY commitments.
The changes were made to the system and later rejected by the
system with both the applicant and the squadron believing that
they had been accepted (Exhibit I).
The Operation Officer, 16th Special Operations Wing, submitted a
letter in behalf of applicant stating that during the contested
time period, he was the Operations Officer for the 31 SOS, Osan

AB, Korea. He states he was directly involved in the daily
supervision of applicant and indicated applicant's duty titles
were during this time period. He substantiated that there were
constant corrections being made to the PC-1II.system (Exhibit J).
In addition, the CV-22 Test Manager, submitted a statement in
behalf of applicant stating that during the contested time period
his staff worked to correct the problems with the PC-I11 system.
They thought the corrections had taken; in addition, considering
the collective effort made to correct the PC-I11 problem, he
considers that applicant exercised reasonable diligence to
correct the error/omission but got no indication that the problem
still existed before the board. Therefore, he could take no
further corrective action (Exhibit K).
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was,timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. We
note that applicant's records have now been corrected to reflect
his correct duty Air Force Specialty Code (DAFSC), and duty
titles during the contested time period; therefore, the only
issue for this Board to decide is promotion consideration by a
Special Selection Board (SSB). In this respect, at the time
applicant's records were considered for promotion by the CY97C
board, his Officer Selection Brief (OSB) did not accurately
reflect his DAFSC and duty titles while he was assigned at Osan
AB, Korea. The OSB has now been corrected. While it cannot be
conclusively determined whether or not the absence of this
information was the sole reason for applicant's nonselection for
promotion by the board in question, we do believe that it served
to deprive him of fair and equitable consideration. Therefore,
we recommend his corrected record be considered by Special
Selection Board for the CY97C board.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, to include an Officer Selection Brief
(OSB) reflecting a duty title of "MH-53J ACFT CC/CHIEF MOBILTY,"
effective 11 July 1996; a duty title of "MH-53J ACFT CC/FLT CC
WAR READ," effective 1 December 1996; and a duty Air Force
Specialty Code of "K11S3A" and duty title of "MH-53J INS AC/ASST
OPERS OFF, effective 1 March 1997, be considered for promotion

Requested Action. Applicant requests inclusion of an Air Force Commendation Medal (AFCM)
and correction of duty history information.
Basis for Reauest. Applicant contends an AFCM is missing from his record and there are errors in
his duty titles and duty Air Force Specialty Codes.
Discussion.
a. This advisory will only address the applicant’s contention regarding the decoration. Duty -
history corrections were addressed by AFPCLDPSAIl in their 13 Feb 98 memorandum. Application is
timely. Applicant met the CY97C Major Line Central Selection Board on 16 Jun 97.
b , There are two occurrences in the oflicer Selection Record (OSR) that cite decorations, the
Officer Selection Brief (OSB) and the citations filed on the right hand side of the OSR.
(1) The applicant’s Officer Selection Brief, dated 4 Jun 97 for the CY97C Major Line
Central Selection Board, cites two AFCMs. The most recent received in 1996.
(2) There were two AFCM citations posted to the applicant’s OSR at the time of the
CY97C Major Line board. The first AFCM citation, period from 7 Apr 88 to 20 Dec 91 was
posted on 25 Aug 92. The second AFCM citation, period from 25 Oct 92 to 15 Ju196, was posted
on 28 Oct 96. Evidence suggests that both citations were present in the OSR for the 16 Juri 97
promotion board.
c. There is no indication thc AFCM, period 7 Apr 88 to 20 Dec 91, was missing from the
applicant’s OSR.
Recommendation. Deny applicant’s request for inclusion of an AFCM.

Reauested Action. Applicant requests Special Selection Board (SSB) consideration due to a
missing decoration and errors in his duty Air Force Specialty Codes (DAFSC) and duty titles on his Officer
Selection Brief (OSB) for the CY97C Line Major Central Selection Board.
Discussion.
a. Application is timely. Applicant was considered by the CY97C Line Major Central Selection
Board, 16 Jun 97.
b. Applicant bases his request to change his DAFSC on his OSB due to OPR, close out 14 May
97, and Promotion Recommendation Form (PRF) list his DAFSC as B11F3Z. Using these evaluation
reports as source documents, AFPCDPAIS 1 concurred with the applicant’s request and made the change
in the Personnel Database System (PDS). While DPAISl’s advisory made the changes to the applicant’s
duty history, the applicant’s request for SSB consideration was not addressed. This advisory will respond
to the issue of SSB consideration.
c. Applicant initially requested inclusion of an Air Force Commendation Medal. An advisory
from this office addressing this request was rendered on 24 Feb 98, The applicant subsequently submitted
an addendum dated 23 Apr 98 stating his request for inclusion of the Air Force Commendation MedaI was
made in error and should not be addressed. Recommend the BCMR disregard AFPC/DPPPO
memorandum dated 24 Feb 98.
d. The applicant submitted another application requesting inclusion of an Air Force Achievement
Medal. HQ AFPCDPPPAB will respond to this second case and forward their advisory under separate
cover.
Recommendation: Denial
Summarv.
a. Applicant has sufEiciently proven that his DAFSC and duty history in the PDS were incorrect.
These errors were corrected by AFPCDPAIS 1.

b. Strongly recommend denial for SSB based on corrections made to the applicant’s DAFSC and
duty history. AFI 36-2501, Oficer Promotions and Selective Continuation, para 6.3.2.2, specifically
states, “Do not have an SSB if, by exercising reasonable diligence, the officer should have discovered the
error or omission and could have taken corrective action before the originally scheduled board convened.”
The applicant provided no evidence or information suggesting that he took action to make the DAFSC or
duty title corrections prior to the 16 Tun 97, CY97C board.
c. Also, prior to the CY97C board, the applicant was provided an OPB brief and in all likelihood
these errors were present on this brief. There is no evidence any steps were taken to make a correction to
the DAFSC or duty title from the receipt of the OPB to the convening of the board, Since these errors
probably occurred as far back as 1 Dec 96 or as late as Apr 97, there was ample time for the applicant to
review his record in order to ensure it correctly reflected his DAFSC and duty history. The applicant had
commented that he was not in country at the time the OPBs were generated. This situation is not
uncommon and there is no evidence this situation caused undue hardship.
d. Lastly, the officer could have communicated to the board the error via a letter as was his right.
There is no evidence a letter to the board was written by the applicant.
e. We have no recommendations should the Board elect to grant the applicant reIief over our
objections.

Requested Action. The applicant requests special selection board (SSB) consideration by
the CY97C (16 Jun 97) (P0497C) central major selection board with a corrected officer selection
brief (OSB).
Basis for Request. The applicant contends several entries in the Assignment History portion
of his OSB are erroneous or missing. He believes the 11 Jut. 96 duty title should reflect “M.H-53J
ACFT CC/Chief Mobility”; the 1 Dec 96 duty title should be “MH-53J ACFT CC/ Flt CC War
Read”; the I Mar 97 duty title “MH-531 Ins AC/Asst Opers Off should be added; and the IO Apr
97 duty Air Force Specialty Code (DAFSC) should be “K1 1 S3A” instead of “1 1 S2A.”
Recommendation. Deny.
a. The application is timely. The applicant filed a previous appeal under MI 3 6-
2603, The Air Force Board for Correction of Military Records (AFBCMR). The applicant has
one nonselection to the grade of major by the P0497C central major board.
b. AFI 36-2501, ORcer Promotions and Selective Continuation, 1 Mar 96, is the
governing directive.
C. In support of his appeal, the applicant includes an Addendum to his 17 Nov 97
application to the AFBCMR, a copy of an extraction from the Personnel Concepts III (PCIII)
system; a copy of a letter fkom his operations officer in Korea; a copy of his 11 Apr 97 officer
performance report (OPR); and copies of four AF Forms 2096, Classification and On-The-Job
Training Action.
d. HQ AFPCLDPAISI concurred with the applicant’s request to change portions of
his Assignment History data and have updated the Headquarters Air Force (HAF) file. We
concur with the advisory opinion written by HQ AFPCDPPPO on 15 May 98 and do not
recommend the applicant receive SSB consideration by the P0597C board. We would like to
point out the applicant has not offered any evidence to convince us he made attempts prior to the
P0597C board to ensure his records were accurate. Therefore, we are strongly opposed to the
applicant receiving SSB consideration on these issues.
Summw. Based on the evidence provided, our recommendation of denial is appropriate
and SSB consideration is not warranted.
