RECORD OF PROCEEDINGS
IN THE MATTER OF:

On 26 March 1998, the Board considered and granted applicant's
request that the Officer Performance Report (OPR) rendered for
the -period 3 January 1993 through 2 February 1994, be declared
void and removed from his records, and his 1994 duty title of
"Assistant to the Deputy Commander" be changed to "Deputy
CommanderN. In addition, the Board directed that his corrected
record be considered for promotion by a Special Review Boards
(SRBs) for the Fiscal Year 1995 (FY95) and FY96 Reserve of the
Air Force Line and Health Professions Lieutenant Colonel
Selection Boards. A complete copy of the Record of Proceedings
is attached at Exhibit I.
In a letter, dated 7 August 1998, the applicant amended his
application to include amending the OPRs, closing 14 October 1994
and 2 May 1995, to reflect the duty title "Deputy Commander,, and
that Block 111, Job Description, on both reports and Block VI,
Rater Overall Assessment, on the OPR, closing 14 October 1994, be
amended accordingly to reflect this change. The applicant's
complete submission is attached at Exhibit J.
THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. In this respect,
we note that this Board previously determined that applicant' s
assignment to the' position of \\Assistant to the Deputy Commander"
was invalid since he was assigned to the overage position without
AFRES/CV approval. In view of this determination, the Board
removed the OPR, closing 2 February 1994 from the applicant's
records and directed that his corrected record be considered for
promotion to the grade of lieutenant colonel by SRBs for the FY95
and FY96 Reserve of the Air Force Line and Health Professions
Lieutenant Colonel Selection Boards. The applicant now requests
the OPRs, closing 14 October 1994 and 2 May 1995, be amended to
reflect the previous action by the Board. Since the duty title
on these reports is erroneously listed as "Assistant to the
Deputy Commander" and in view of our previous determination, we
believe the waqueated relief i s appropriate.
