Applicant requests that his undesirable discharge be upgraded to
general under honorable conditions.
A similar appeal was considered and denied by the Air Force Board
for Correction of Military Records (AFBCMR) on 4 October 1993
(Exhibit F) .
The applicant provided additional new evidence pertaining to his
post-service activities for possible reconsideration of his
application (Exhibit G ) .
Pursuant to the Board's request, the Federal Bureau of
Investigation, Clarksburg, WV, provided an investigative report
which is attached at Exhibit H.
After careful consideration of applicant's request and the most
recent submission, we are unpersuaded that a revision of the
Board's earlier determination is warranted. In light of the F B I
report, we are of the opinion that the recently- submitted
statements are insufficient to establish that the applicant has
made a successful post-service adjustment since his separation,
thereby warranting the exercise of clemency. In view of the
above, and in the absence of expansive evidence pertaining to his
post-service activities over a lengthy period of time; or,
showing that his discharge was erroneous or inequitable, we once
again conclude that there is no basis to disturb the existing
record.
The Board staff is directed to inform applicant of this decision.
Applicant should also be informed that this decision is final and
will only be reconsidered upon the presentation of new relevant
evidence which was not reasonably available at the time the
application was filed.
