Records is announced, and it is directed that:

Having carefully reviewed this application, we agree with 
the recommendation of the Air Force and adopt the rationale 
expressed as the basis for our decision that the applicant has 
been the victim of either an error or an injustice. 
under the authority delegated in AFI 3 6 - 2 6 0 3 ,   the applicant's 
records will be corrected as set forth in the accompanying 
Memorandum for the Chief of Staff signed by the Executive 
Director of the Board or his designee.

The applicant requests his Reenlistment Eligibility (RE) code be changed to a favorable 
code to permit enlistment in the Air National Guard.  Member filed a timely request within three 
years of discovering alleged error. 

The applicant was discharged on 30 Jun 89 with an honorable characterization of 
service after serving four years of active service.  The Narrative Reason for Separation is 
“Expiration Term of Service.”  He received an RE code of “2Y:  First-term, second-term, or 
career airman whose appointment to NCO status has been denied or vacated.” 

An AF Form 4 1 8, Selective Reenlistment/Noncommissioned Oficer Status 

Consideration, was initiated on 7 Nov 88, denying the applicant reenlistment for refusing to 
attend Professional Military Education (PME).  However, declining PME on its own merit, is not 
a valid reason for denying reenlistment to first-term airmen.  Other factors, such as substandard 
performance, should also be considered.  We advise supervisors and commanders to consider all 
factors including Airman-Performance Reports (APR) ratings reflecting erratic, declining, or 
substandard performance.  In the applicant’s case, there is nothing in his record reflecting 
substandard performance and APR history reflects he received all “9”s. 

Based on the above, we recommend the applicant’s RE code be changed to “1 J.”  We 
also recommend the Board void the AF Form 41 8 since it appears it was erroneously initiated.
