The applicant requests his Reenlistment Eligibility (RE) code be changed to a favorable
code to permit enlistment in the Air National Guard. Member filed a timely request within three
years of discovering alleged error.
The applicant was discharged on 30 Jun 89 with an honorable characterization of
service after serving four years of active service. The Narrative Reason for Separation is
“Expiration Term of Service.” He received an RE code of “2Y: First-term, second-term, or
career airman whose appointment to NCO status has been denied or vacated.”
An AF Form 4 1 8, Selective Reenlistment/Noncommissioned Oficer Status
Consideration, was initiated on 7 Nov 88, denying the applicant reenlistment for refusing to
attend Professional Military Education (PME). However, declining PME on its own merit, is not
a valid reason for denying reenlistment to first-term airmen. Other factors, such as substandard
performance, should also be considered. We advise supervisors and commanders to consider all
factors including Airman-Performance Reports (APR) ratings reflecting erratic, declining, or
substandard performance. In the applicant’s case, there is nothing in his record reflecting
substandard performance and APR history reflects he received all “9”s.
Based on the above, we recommend the applicant’s RE code be changed to “1 J.” We
also recommend the Board void the AF Form 41 8 since it appears it was erroneously initiated.

The applicant states personnel at the Military Personnel Flight erroneously completed an AF Form 964 and updated this data (MPF) at which indichted he refbsed to get retainability for a PCS to the CONUS. Further, he states that he visited the Air Force Personnel Center (AFPC) on 12 Sep 97 where he was “promoted” to SSgt in an impromptu ceremony. Recommend the applicant’s record be corrected to reflect that he was promoted to staff sergeant effective and with DOR of 1 Sep 97.
Applicant's submission is at Exhibit A. code be The appropriate Air Force office evaluated applicant's request and provided an advisory opinion to the Board recommending the application be denied (Exhibit C). Accordingly, applicant's request is denied. Based on the above, we recommend denial of applicant’s request for correction of RE code.
The appropriate Air Force office evaluated applicant's request and provided an advisory opinion to the Board recommending the application be denied (Exhibit C ) . Unfortunately, the AF Form 41 8 denying applicant reenlistment is not on file in his military personnel record. However, if the decision is to grant the relief sought, applicant’s record should be corrected to reflect his RE code as “3K: Reserved for use by HQ AFPC or the Air Force Board for Correction of Military Records...
The appropriate Air Force offices evaluated applicant's request and pxovided advisory opinions to the Board recommending the application be denied (Exhibit C ) . However, if the decision is to grant the relief sought, applicant’s record should be corrected to reflect his liE code as “3K: Reserved for use by HQ AFPC or the Air Force Board for Correction of Military Records (AFBCMR) when no other reenlistment eligibility code applies or is appropriate.” - sgt, USAF Chief, Skills Mugement...

In regard to applicant's request that a PME statement be added on the OPR, closing 26 April 1996, AFPC/DPPPA, states that Central boards evaluate the entire officer selection record (OSR) (including the promotion recommendation form, OPRs, officer effectiveness reports, training reports, letters of evaluation, decorations, and officer selection brief), assessing whole person factors such as job performance, professional qualities, depth and breadth of experience, leadership, and academic and...
The appropriate Air Force offices evaluated applicant's request and provided advisory opinions to the Board recommending the application be denied (Exhibit C). We defer to AFPC/DPPPWB’s advisory which indicates applicant never completed the minimum requirements for promotion to Senior Airman, and therefore, his application should be denied. The applicant is requesting his grade at the time of discharge from the Air Force be changed to reflect senior airman (SRA) (E-4) and not airman first...
In this respect, the Board majority notes that the Evaluation Report Appeal Board ( E M ) corrected the contested OPR by changing the additional rater's PME recommendation from ISS to SSS. Therefore, a majority of the Board recommends his corrected record be considered by Special Selection Board for the CY97C board. In the applicant’s case, the information regarding the award was available based upon the announcement date of 24 Feb 97; however, there is no requirement in AFI 36-2402 that...
