MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR 

Having carefilly reviewed this application, we agree with the recommendation of the Air 
Force and adopt the rationale expressed as the basis for our decision that the applicant has been 
the victim of either an error or an injustice.  Therefore, under the authority delegated in AFI 36- 
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for 
the Chief of Staff signed by the Executive Director of the Bo  d or his desi

MEMORANDUM FOR THE CHIEF OF STAFF 

Under the authority of Section 1552, Title 10, United States Code, Air Force Instruction 

36-2603, and having assured compliance with the provisions of the above regulation, the 
decision of the Air Force Board for Correction of Military Records is announced, and it is 
directed that: 

The pertinent military records of the Department of the Air Force relating to- 

be corrected to show that the Senior Enlisted Performance Report,  AF 
period 28 September 1996 through 18 October 1997, be amended in

Block 1, Item 7, Period of Report, to reflect “28 September 1996 through 30 September 1997, 
and Item 8, Number of Days Supervision, to reflect “102”.

It is further directed that his record, to include the Senior Enlisted Performance Report, 

AF Form 91 1, rendered for the period 28 September 1996 through 30 September 1997, be 
provided supplemental consideration for promotion to the grade of senior master sergeant for all 
appropriate cycles beginning with cycle 98E8. 

If AFPC discovers any adverse factors during or subsequent to supplemental 

consideration that are separate and apart, and unrelated to the issues involved in this application, 
that would have rendered the applicant ineligible for the promotion, such information will be 
documented and presented to the board for a final determination on the individual’s qualification 
for the promotion. 

If supplemental promotion consideration results in the selection for promotion to the 
higher grade, immediately after such promotion the records shall be corrected to show that he 
was promoted to the higher grade on the date of rank established by the supplemental promotion 
and that he is entitled to all pay, allowances, and benefits of such grade as of that date.

SUBJECT:  Application for Correction of Military Records 

Requested Action.  The applicant is requesting the AFBCMR allow his records to meet the E8 
Senior Master Supplemental Board.  We will address the supplemental promotion consideration 
issue should the request be approved. 

Reason for Request.  The applicant believes he w& done an injustice, because the reporting 
officials were late with his Enlisted Performance Report (EPR) and the report was not filed in his 
records in the time required, even after being notified by the 60 MSSQ and HQ AFPC of the 
Board. 

Facts.  The EPR closing 27 Oct 97, was not filed in his record until after the applicant retired 
and the close out date is after 30 Sep 97, the Promotion Eligibility Cutoff Date (PECD) for the 
98E8 promotion cycle. 

Discussion.  We have no objections to the applicant being provided supplemental promotion 
consideration to SMSgt for the 98E8 cycle.  He could not be considered before his 1 Apr 98 
retirement (Board convened 2 Feb 98) because he did not have a new Enlisted Performance 
Report (EPR) since his consideration fiom the previous cycle.  His most recent EPR covers a 
period 28 Sep 96 through 18 Oct 97.  It is an annual report with 120 days supervision.  However, 
because the EPR closes out after the Promotion Eligibility Cutoff Date (PECD), 30 Sep 97, for 
the 98E8 cycle, it is ineligible for consideration.  If the Board changes the close out date to 30 
Sep 97, the number of days supervision to 102 days, and the reason for the report to read 
Directed By HAF, it would be eligible for consideration.  Should the Board chose to correct the 
EPR and direct supplemental consideration for the 98E8 cycle, it could be provided by our next 
scheduled board after receipt of AFBCMR Memorandum (this recommendation coordinated with 
AFPCIDPPPEP, 14 Sep 98).
