2. The Board, consisting of Messrs. R4cF'artlin, Rlilner, and Ms. Hare, reviewed
I'etitioner's allegations of error and inji~stice o n 18 June 2002 and, pursuant to its
regi~lations, determined tliat the corrective action indicated below slloultl be taken on tlie
available evidence of record. Documentary ~naterial considered by the Board consisted of the
enclosirres, naval records, and applicable statutes, regulations and policies.
3. The Board, having reviewed all tlie facts of record ~~ertaining
of error and i~i.iustice, tintls as follows:

a. Before applying to this Board, Petitioner exhausted all administrative remedies
available under existing law and regulations within tlie Department of the Navy.
b.
In corresponclence attached as enclosure ( 2 ) , the office having cognizance over the
subject matter addressed in Petitioner's application has commented to the effect tliat the
request has merit and warrants favorable action.
CONCLUSION
Upon review and consideration of all tlie evidence of record, and especially in light of the
contents of enclosure ( 2 ) , tlie Board tincls tlie existence of an injustice warranting the
following corrective action.

RECOMMENDATION:
'I'hat Petitioner's naval record he corrected, where apl~ropr-iate, to sllow promotion to
paygrade E2 effective 25 May 2000.
a. That a copy of this Report of I'roceetlings be filed in Petitioner's naval record.
