This is in reference to your application for correction of your naval record pursuant to the
provisions of title 10 of the United States Code, section 1552.

After careful and conscientious consideration of the entire record, the Board found that the
evidence submitted was insufficient to establish the existence of probable material error or
injustice.

The Board found that you were involuntarily discharged from the Navy on 31 December
1999 because of your failure of selection for promotion to the next higher grade.

that the Secretary of the Navy may permissively defer the mandatory separation of an officer

entitlement to retirement or separation for physical disability require hospitalization or
medical observation that cannot be completed before the date on which separation of the
