      After careful review of your application, military records and all
other available evidence, the Army Discharge Review Board determined that
you were properly and equitably discharged.  Accordingly, your request for
a change in the character and/or reason of your discharge is denied.

      You may reapply to the Army Discharge Review Board for a personal
appearance hearing and/or you may apply to the Army Board for Correction of
Military Records.  Enclosed are the necessary applications for requesting a
review from both boards.  If you choose to apply to the Army Board for
Correction of Military Records you must do so within three years from the
date of this letter.

      Be advised that the Army Discharge Review Board operates on a 15-year
statute of limitations from the date of discharge; therefore, you must
reapply within this time frame for a hearing.

      If you believe that the decision in your case is unclear, not
responsive to the issues raised, or does not otherwise agree with the
decisional document requirements of DoD Directive 1332.28, you may submit a
complaint in accordance with Enclosure 5 of that Directive.  The complaint
procedure does not permit you to challenge the merits of the decision, but
is designed solely to ensure that the decisional document meets applicable
requirements for clarity and responsiveness.  You may obtain a copy of DoD

                         PART IV - PREHEARING REVIEW

                       SECTION A-ANALYST’S ASSESSMENT
l.  Facts and Circumstances:

      a.  On 10 January 1995, the applicant enlisted in the Army Reserve
for a period of 8 years.  On 28 June 1995, he was ordered to initial active
duty for training.  On 6 November 1995, the applicant successfully
completed training in MOS 94B and was released from active duty training
and returned to his home unit.  The record contains a properly constituted
DD Form 214 (Certificate of Release or Discharge from Active Duty) which
was authenticated by the applicant.  His DD Form 214 indicates that he was
discharged under the provisions of Chapter 4, AR 635-200 by reason of
completion of required active service with an uncharacterized discharge.

      b.  On 6 November 1995, the applicant was released from active duty
training.  At the time of release, the applicant had completed 4 months and
9 days of active military service in the period under review.

2.  Legal/Regulatory Basis for Separation Action:  Army Regulation 635-200,
in effect at the time, set forth the basic authority for separation of
enlisted personnel.  Chapter 4 of that regulation provided, in pertinent
part, for the separation of individuals at completion of required service
(i.e., expiration term of service).

        (1)  The issue is rejected.  The record shows that on 10 January
1995 the applicant enlisted in the Army Reserve for a period of 8 years.
He successfully completed Active Duty for Training as a food service
specialist on 6 November 1995.  Army regulations stipulate that individuals
who successfully complete Active Duty for Training while in reserve status
receive a characterization of service of uncharacterized when the
individual has served on active duty for less than l80 days.  An
uncharacterized separation action denotes only that the individual had less
than l80 days on active duty.  The Board, being convinced that the
characterization of service and the reason for discharge were proper and
equitable, voted to deny relief.
