THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 2 May 2013 to show award of the Drill Sergeant Identification Badge.

2.  The applicant states:

* his DD Form 214 is missing the Drill Sergeant Badge
* he completed the Drill Sergeant Course on 25 June 2005

3.  The applicant provides:

* DA Form 1059 (Service School Academic Evaluation Report)
* Drill Sergeant School Diploma
* military occupational specialty (MOS) orders, dated 30 June 2005 and 30 May 2006
* DD Form 214 (Certificate of Release or Discharge from Active Duty)

CONSIDERATION OF EVIDENCE:

1.  The applicant enlisted in the U.S. Army Reserve on 8 February 2002 and trained as a chemical operations specialist.



2.  He provided:

	a.  a diploma which shows he completed the Drill Sergeant Course during the period 7 January 2005 to 25 June 2005;

	b.  a DA Form 1059, dated 25 June 2005, which shows he completed the Drill Sergeant Course;

	c.  Headquarters, 80th Division Institutional Training Orders 05-181-00031, dated 30 June 2005, which show he was awarded primary MOS 74D2X (chemical operations specialist – drill sergeant) effective 25 June 2005; and

	d.  Headquarters, 80th Division Institutional Training Orders 06-150-00002, dated 30 May 2006, which show he was awarded primary MOS 31B3X (military police – drill sergeant) effective 10 May 2006;

3.  His DA Form 2166-8 (Noncommissioned Officer Report) covering the period 12 July 2006 through 11 July 2007 shows:

* he was assigned to Company A, 796th Military Police Battalion, Fort Leonard Wood, MO, Training and Doctrine Command
* his principal duty title was drill sergeant
* his duty MOS was 31B3X

4.  He was ordered to active duty in an Active Guard Reserve status on 19 May 2008 for a period of 5 years, 8 months, and 19 days.  He was honorably released from active duty on 2 May 2013.

5.  His DD Form 214 for the period ending 2 May 2013 does not show the Drill Sergeant Identification Badge as an authorized award

6.  There is no memorandum authorizing the Drill Sergeant Identification Badge in his available records.

7.  Paragraph 8-42 of Army Regulation 600-8-22 (Military Awards) states the Drill Sergeant Identification Badge is authorized for successful completion of the Drill Sergeant Course and assignment as a drill sergeant to a training command.  The commandant of the Drill Sergeant School will authorize the permanent wear of the badge to eligible personnel by memorandum.

8.  Army Regulation 611-1 (Military Occupational Classification Structure Development and Implementation) prescribes the method of developing, changing, and controlling the officer, warrant officer, and enlisted military occupational classification structure.  Paragraph 6-7 provides that the skill qualification identifier (SQI) is identified by a one character code and will be used with the MOS and skill level to form the basic five-character MOS code.

9.  Department of the Army Pamphlet 611-21 (Military Occupational Classification and Structure) provides authorized career management fields, MOSs, SQIs, additional skill identifiers, and guidance on the use of these codes in the classification of enlisted positions and personnel.  Table 11-3 shows SQI X represents drill sergeant.

DISCUSSION AND CONCLUSIONS:

Although there is no memorandum authorizing the Drill Sergeant Identification Badge in his available records, the evidence shows he completed the Drill Sergeant Course, he was awarded the drill sergeant SQI, and he was assigned as a drill sergeant to a training command at Fort Leonard Wood, MO, from July 2006 to July 2007.  Therefore, there is sufficient evidence on which to base adding the Drill Sergeant Identification Badge to his DD Form 214 for the period ending 2 May 2013.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by 


adding the Drill Sergeant Identification Badge to his DD Form 214 for the period ending 2 May 2013.
