APPLICANT REQUESTS: That his records be corrected to show that he received a skills qualification identifier (SQI) of “S” (Special Forces) for either military occupational specialty (MOS) 31C or 31U.
APPLICANT STATES: That he was awarded the “S” identifier for either
MOS after he received training and prior to being assigned with the 1st Signal Company, 10th Special Forces Group from 1976-1978. He further noted that during this time he was assigned as a Radio Teletype Section Chief, in a MOS of “05C2S”. He adds, that he completed Basic Airborne Training at Fort Benning, Georgia and Special Forces Qualification (SFQC) at Fort Bragg, North Carolina, but lost the certificates as well as his academic evaluation reports for the same period. He explains, that he recently took a college course at Fort Bragg and found out from several active-duty “SF” qualified non-commissioned officers that the regulation “was or has been changed” in regard to allowing the award of the “SQI” for either the new MOS designator of “31C” or “31U.”
He states, that he had been on many special operations, exercises, live missions and “MTT”, but had neglected to insure that his academic evaluation report was properly annotated in his personnel file.
In support of his claim he submits a copy of his certificate of completion for Airborne Training dated 18 March 1977, a copy of his certificate of completion for Radio Teletype Operator (05C20) dated 29 November 1973, a copy of the Department of the Army Pamphlet (DA PAM), Table 12- 1 (Special Qualification Identifiers), for special operations support personnel, a copy of his DD Form
214 (Certificate of Release or Discharge from Active Duty) dated 30 June
1993 and a copy of his retirement orders dated 3 February 1993.
EVIDENCE OF RECORD: The applicant's military records show:
That he served in the Regular Army (RA) from 14 November 1978 to
16 August 1981 and 17 August 1981 to 16 December 1986 both with a honorable discharge. On 17 December 1986, he reenlisted and served honorably thereafter until he was retired on 30 June 1993, with the rank of staff sergeant, pay grade E-6.
The applicant’s Personnel Qualification Record, DA Form 2-1, shows that
he was awarded primary military occupational specialty (MOS) 05C20 (Radio Teletype Team Chief) effective 13 August 1973. In item 35 (Section VII Current and Previous Assignments) it shows that on 18 December 1973, he was transferred to Germany for duty in his MOS. On 19 September 1976, he returned to the United States and was assigned to the 1st Signal Company, 10th Special Forces Group, as a Radio Teletype Team Chief at Fort Bragg, North Carolina. The available noncommissioned officer evaluation report (NCOER) for this period does not show he was awarded the Special Forces SQI “S”.
On 18 March 1977, the applicant received a certificate for completion of Airborne Training and was now SQI ”P” as a parachutist.
His DA Form 2-1 also shows that he was again stationed in Germany from
30 October 1978 to 21 October 1981 in MOS 05C20.
On 5 November 1982, he received a secondary MOS 31G3P (Tactical Communications Chief) and his special qualification as a parachutist “P”, was added to the end of his MOS.
Subsequent assignments show that his MOS 31G3P remained the same from
5 November 1982 - 28 October 1983. On 16 February 1984, the SQI “P” was no longer used, since his assignment did not require his special qualifications as a parachutist.
Department of the Army Pamphlet 611-21 (Military Occupational Classification and Structure) gives procedures and prescribes the method of developing, changing and controlling officer, warrant officer, and enlisted military occupational classification structure of the U. S. Army. Table 12-1, provides description of positions, qualifications, and restrictions when identifying selected positions for Special Operations Support Personnel. The soldier must show that the applicant successfully completed on the job training (OJT) and on the job experience (OJE), served 24 months in their primary MOS with a Special Operations Forces Unit (may be waived up to 12 months) or successfully participated in at least 2 unit exercises (these exercises may be a result of unit training or actual mission requirements). Or, successfully complete Special Forces Assessment Selection and Selection (SFAS), the Special Forces Qualification Course (SFQC). Soldiers completing both SFAS and SFQC will be awarded the SQI and the Special Forces Tab. The award of SQI will be accomplished in accordance with AR 600-200, paragraph 2-33a(1).
DISCUSSION: Considering all the evidence, allegations, and information presented by the applicant, together with the evidence of record, applicable law and regulations, it is concluded:
1. The Board notes that the applicant has provided a copy of his certificate of completion for Airborne Training dated 18 March 1977, that entitles him to have his MOS shown with the SQI of “P”, when assigned to an airborne unit. Unfortunately, there are no available records that show the applicant completed any or all of the requirements in accordance with Department of the Army Pamphlet 611-21, table 12, that entitles him to be awarded an SQI of “S”.
3. In order to justify correction of a military record the applicant must show to the satisfaction of the Board, or it must otherwise satisfactorily appear, that the record is in error or unjust. The applicant has failed to submit evidence that would satisfy this requirement.
4. In view of the foregoing, there is no basis for granting the applicant's request.
DETERMINATION: The applicant has failed to submit sufficient relevant evidence to demonstrate the existence of probable error or injustice.

In the absence of such evidence, there is an insufficient basis to add his airborne training to his DD Form 214 and/or award him the Parachutist Badge.

While the evidence available to the Board indicates the applicant was medically dropped from his SFQC there is no evidence that was the reason for his release from active duty in March 2004. Rather, the evidence shows the applicant was released upon the expiration of the orders which ordered him to active duty for training.
