THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of item 12f (Foreign Service) on her DD Form 214 (Certificate of Release or Discharge from Active Duty).

2.  The applicant states her service in Iraq is shown in item 18 (Remarks).  However, it is not properly recorded in item 12f of her DD Form 214.

3.  The applicant provides a copy of her DD Form 214.

CONSIDERATION OF EVIDENCE:

1.  The applicant served on active duty in the Regular Army from 29 March 2007 through 15 September 2011 and was honorably transferred to the U.S. Army Reserve Control Group (Reinforcement) as a specialist/pay grade E-4.

2.  Her DD Form 214, item 12f shows no foreign service; however, item 18 (Remarks) shows, in pertinent part, "Service in Iraq 20071027-20081215/Service in Iraq 20100709-20110313."

3.  Army Regulation 635-5 (Separation Documents) at the time prescribed the separation documents that must be prepared for Soldiers upon retirement, discharge, or released from active duty.  It also established standardized policy for preparing and distributing the DD Form 214.

	a.  Chapter 2 contains guidance on the preparation of the DD Form 214.  It states the source documents for entering information on the DD Form 214 will be the enlistment documents, enlisted qualification record, separation approval authority documents, separation orders, or any other document authorized for filing in the Official Military Personnel File.

	b.  Paragraph 2-4 contains item-by-item instructions for completing the DD Form 214.  The instructions for item 12f are to enter the total amount of foreign service completed during the period covered in block 12c (Net Active Service This Period).

DISCUSSION AND CONCLUSIONS:

There is merit to the applicant’s request to show her total foreign service in item 12f of her DD Form 214.   The period of foreign service from 27 October 2007 through 15 December 2008 totals 1 year, 1 month, and 19 days.  The second period of foreign service from 9 July 2010 to 13 March 2011 totals 8 months and 5 days.  Therefore, based on her foreign service as recorded in item 18 of her DD Form 214, her total foreign service during her continuous period of active duty service is 1 year, 9 months, and 24 days which should be entered in item 12f of her DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by entering 01 year, 09 months, and 24 days in item 12f of her DD Form 214.
